The Ministers highlighted the importance of the full implementation of the Declaration on the Conduct of Parties (DOC) in the South China Sea and welcomed confidence-building measures such as the Code of Conduct at Sea, the Guidelines for Unplanned Military Encounters in the Air, as well as the ASEAN Direct Communications Infrastructure.
The Jakarta Joint Statement, released after the 17th ASEAN Defense Ministers’ Meeting (ADMM) in Indonesia on November 15, noted that the above measures help enhance communication, mutual trust, reduce tensions in the air and at sea, and emphasized the importance of maintaining peace , stability, safety and freedom of navigation in the East Sea, especially self-restraint in actions that escalate conflicts.
Noting the Five-Point Consensus (5PC) agreement in Myanmar, the countries said that specific indicators are needed to facilitate implementation, and called on all parties concerned to end violence and exercise maximum restraint.
In addition, the countries discussed potential threats to regional stability and peace, in the context of complex developments of traditional and non-traditional security challenges, including global economic recession and geopolitical changes, thus requiring collective efforts to address these challenges.
