Ministry of Construction gives its opinion on Cai Mep Ha Container Port Project with capital of 50,820 billion VND

The Cai Mep Ha general and container port construction investment project has a total investment capital of VND50,820 billion proposed by a consortium of 3 investors, including Geleximco.

The Ministry of Construction has just issued Official Dispatch No. 6544/BXD - KHTC to the Ministry of Finance to provide comments on the dossier requesting approval of the investment policy for the Cai Mep Ha general and container port construction investment project.

This is a project proposed by a consortium of investors including Geleximco Group - International Transport and Trade Joint Stock Company (ITC) and State Capital Investment Corporation (SCIC).

In Official Dispatch No. 6544, the Ministry of Construction affirmed that the project proposal dossier of the Geleximco - ITC - SCIC consortium is consistent with the orientation of the National Master Plan, planning, and development strategy of the industry and sector, consistent with the Master Plan for the development of the Vietnam seaport system and the Detailed Plan for the seaport group for the period 2021-2030, the period 2050 in terms of investment objectives, ship size, quantity and function of the ports.

In addition, the proposed investment phase of the Project is also consistent with the investment roadmap according to the planning period up to 2030 and after 2030.

Regarding the proposal for overall investment in Cai Mep Ha port area, in terms of viewpoint, the Ministry of Construction supports calling for investors with economic potential to carry out synchronous and overall investment in Cai Mep Ha port area to improve the efficiency of exploiting land fund, water surface, sea area, enhance the connection and compatibility between infrastructure and application of science and technology, contributing to realizing the planning orientation of Ba Ria - Vung Tau seaport as a special port (international gateway); at the same time, overcoming the limitations in small-scale investment and exploitation in some seaport areas in the past time.

“The synchronous investment in the entire Cai Mep Ha wharf area (with investment phases according to the planning) will optimize the ability to exploit the wharf edge route for large ships, improve investment and exploitation efficiency, in line with the current development trend of Vietnam and the world,” the Ministry of Construction's dispatch clearly stated.

Regarding the need for investment, the Ministry of Construction said that currently, Ba Ria - Vung Tau seaport has 7 ports with the function of exploiting container cargo with a planned capacity of 7.66 million TEUs/year by 2020, of which Cai Mep port area has 5 ports (Gemalink, SSIT, TCTT, CMIT, Cai Mep Thuong container port - TCCT&TCIT) and Thi Vai port area has 2 ports (SP-PSA, SITV).

According to statistics, the volume of container cargo through Ba Ria - Vung Tau seaport in the past 3 years has reached over 8 million TEUs/year (8.44 million TEUs in 2021; 8.34 million TEUs in 2022; 8.14 million TEUs in 2023; 10.98 million TEUs in 2024), mainly concentrated in 5 ports in Cai Mep Wharf Area.

Thus, up to now, the amount of container cargo passing through has exceeded the design capacity of container terminals in Cai Mep area.

According to the Master Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 20504, one of the priority seaport construction investment projects for the period up to 2030 is "wharfs at Cai Mep - Thi Vai wharf area (Ba Ria - Vung Tau)".

In the Plan to implement the Master Plan for the development of Vietnam's seaport system, Cai Mep Ha Wharf Area (Ba Ria - Vung Tau) is among the priority seaport investment projects until 2030.

“Therefore, it is necessary to promptly implement the selection of investment in Cai Mep Ha area according to the planning and the Plan for implementing the Planning,” the Ministry of Construction's official dispatch stated.

Regarding investment efficiency, since this is a project using corporate capital for investment, the Ministry of Construction requests that the Investor Consortium carefully research, calculate, consider and take responsibility for the investment efficiency of the project.

According to the proposal of the Geleximco - ITC - SCIC consortium, the Cai Mep Ha general and container port construction investment project aims to build a general and container port with the function of a gateway port combined with international transit with a land use area of 351.2 hectares, with a port throughput capacity of 10.8 million TEUs/year.

The investment scale includes 17 ports with a total length of about 5.9 km (excluding the cargo barge terminal); the container port area has an area of 229.4 hectares, including 6 wharves/2.928 km to receive ships with a capacity of up to 250,000 tons (24,000 Teu) and larger; 4 wharves/1.5 km to receive ships with a capacity of up to 120,000 tons (9,000 Teu); 7 wharves/1.9 km of ports for feeder ships with a capacity of up to 50,000 tons (4,000 Teu); 1.2 km of wharves, barges of 5,000÷7,000 tons along with a system of container yards, warehouses, irradiation areas, and technical infrastructure works.

The total investment capital of the Project is 50,820 billion VND, divided into 3 phases: Phase 1 (2025-2030) is 12,500 billion VND; Phase 2 (2031-2040) is 13,220 billion VND; Phase 3 (2041-2050) is 25,100 billion VND.

Specifically, phase 1 has a wharf area of 10.8 hectares including 1.9 km of wharf (2 wharfs 0.9 km long to receive container ships with a capacity of up to 250,000 tons and 1 km of barge wharf); throughput capacity reaches 2 million TEU/year.

The port's rear land area is 86.6 hectares, including a construction area of 50.1 hectares, a reserve land area for development of 34.5 hectares, and a 2-hectare airspace area.

Phase 2 has a wharf area of 7.9 hectares, including 0.76 km of wharf to receive container ships with a capacity of up to 120,000 tons; 0.4 km of wharf for feeder ships with a capacity of up to 50,000 tons and 0.25 km of barge wharf, increasing the total capacity of the port to 4 million TEU/year. The port's rear land area is 70 hectares. The total port area of phase 1 and 2 is 229.9 hectares.

Phase 3 has a wharf area of 22.7 hectares including 2 km of wharf to receive container ships with a capacity of up to 250,000 tons and larger; 0.7 km of wharf to receive container ships with a capacity of up to 120,000 tons; 1.5 km of wharf for feeder ships with a capacity of up to 50,000 tons and 0.4 km of barge wharf). Raising the total capacity through the port to 10.8 million TEU/year.

The port's rear area is 60.9 hectares. The total port area of phases 1, 2, and 3 is 351.2 hectares.
