The Khmer Times reported on January 29 that a doctor who is the general director of a general clinic in Cambodia has just been arrested and prosecuted for allegedly selling kidneys and defrauding 18 victims of about $1 million.
According to court documents, this doctor is Mr. Ngeth Samoun, general director of Metro RLV General Hospital, currently residing in the O'Beka'am area in Phnom Penh.
Mr. Samoun is accused of violating provisions of Cambodia's Penal Code and organ donation laws, with a total sentence of up to 15 years in prison.
Some victims reported that the hospital was involved in illegal kidney and organ trafficking, as well as fraudulent business practices, according to Brigadier General Keo Thea of the Anti-Human Trafficking Department at Cambodia's Ministry of Interior .
The information was reported to the Ministry of Interior on October 16, 2023. Mr. Thea said that Dr. Samoun was then arrested on January 21 on a warrant issued by the Phnom Penh Court.
Organ donation and kidney transplantation are permitted by Cambodian law, according to Mr. Thea. However, kidney and organ trafficking is prohibited.
According to the investigation agency's report, 18 victims were identified as having kidney disease and were treated at Metro RLV General Hospital.
The victims said they paid Mr. Samoun at least $50,000 to help them travel to India for kidney transplants. However, they never traveled to India or received kidney transplants.
Regarding the incident, the Cambodian Ministry of Health decided on January 17 to temporarily suspend all activities of the above hospital.
