How do traffic police handle traffic incidents?

Traffic police solve and handle traffic incidents

Pursuant to Article 23 of Circular 32/2023/TT-BCA, traffic police must handle traffic incidents as follows:

- Resolve and handle traffic accidents

The Traffic Police Team on patrol and control duty directly detects or receives information about a traffic accident or is assigned by the unit leader to the scene of a traffic accident. It must promptly deploy forces to the scene and perform the duties of a Traffic Police officer according to the regulations of the Ministry of Public Security on the assignment of responsibilities and coordination in the investigation and settlement of traffic accidents; the process of investigation and settlement of road traffic accidents by the Traffic Police force.

- Solve traffic congestion

+ In case of non-serious, narrow-range traffic congestion, the Traffic Police Team Leader assigns specific tasks to each Team Member to guide, regulate, and command traffic to clear congestion. If necessary, coordinate with the road management agency and local authorities to resolve the situation;

+ In case of serious traffic congestion, affecting traffic activities on a large scale, the Head of the Traffic Police Team shall preliminarily determine the cause of the congestion and assign Team members to guide, regulate and command traffic to reduce the level of congestion;

Notify and coordinate with relevant agencies, units and localities to organize traffic flow and remote traffic regulation;

Promptly report to unit leaders and local authorities to mobilize and strengthen forces to coordinate the solution.

- Solving road problems

+ Place sign number 245a "Slow down" or sign number 245b (for international routes); arrange officers to guide and regulate traffic;

+ Notify road management, exploitation and maintenance units to deploy forces to take remedial and repair measures to ensure smooth and safe traffic;

+ Notify and coordinate with relevant agencies, units and localities to organize traffic flow and remote traffic regulation.

- Solving vehicle fire and explosion incidents on the road

+ Place sign number 245a “Slow down” or sign number 245b (for international routes);

+ Report fires, incidents, traffic accidents with people trapped in vehicles on the road to the Fire Prevention, Fire Fighting and Rescue Police force at the location of the fire by calling 114;

+ Organize rescue and escape for people in the vehicle; organize emergency aid for victims (if any);

+ Use fire-fighting, rescue and salvage equipment and vehicles on patrol and control vehicles; mobilize fire-fighting, rescue and salvage equipment and vehicles of vehicles in circulation on the road or of nearby individuals and organizations according to regulations for fire-fighting, rescue and salvage;

+ Participate in performing tasks as required by fire fighting and rescue commanders;

+ Regulate and separate traffic to avoid traffic jams.

Arrangement of staff and locations for handling traffic violations

According to Article 26 of Circular 32/2023/TT-BCA, the arrangement of officers and locations for handling traffic violations are as follows:

- Police units and localities arrange officers and locations to resolve and handle violations according to the provisions of law and the Ministry of Public Security.

- The location for handling violations must be located in a convenient location, with a suitable area, solemn, and have seats for people to contact for resolution; post a diagram of the working place, schedule for receiving citizens; nameplates of officers on duty; phone number; regulations for receiving citizens; suggestion boxes and contents of some documents related to patrolling, controlling, and handling of road traffic violations.
