This afternoon, April 10, the Ministry of Science and Technology held a regular press conference to announce the status of science and technology activities and innovation in recent times and upcoming plans.

Accordingly, the ministry will complete mechanisms, legal policies on science and technology, and innovation, focusing on completing and submitting to the Government a dossier to propose the development of the revised law on science and technology. An important content in this preparation that has received attention from the press is the legalization of the policy of accepting risks in research activities of scientists .

Ms. Nguyen Thi Ngoc Diep, Director of the Legal Department (Ministry of Science and Technology), answered at the press conference.

Ms. Nguyen Thi Ngoc Diep, Director of the Legal Department (Ministry of Science and Technology), said that the law amendment has not yet reached the stage of drafting specific contents but has only drafted a law with policy groups. The Ministry of Science and Technology proposed 15 policy groups, the dossier was sent to ministries, branches, People's Committees of provinces and cities, businesses and associations for comments.

Regarding the legalization of the policy of accepting risks in scientific research, which is receiving public attention, Ms. Diep said that the Ministry of Science and Technology proposed to expand the regulations compared to the current Law on Science and Technology (issued in 2013).

Ms. Diep said: "According to current law, Article 23 (preferential policies in the use of human resources and science and technology talents) stipulates that people appointed to scientific research positions and technological positions are exempted from civil liability in case of damage or risks caused to the State in the process of performing scientific and technological tasks due to objective reasons, despite having fully implemented the procedures and regulations on scientific research."

Ms. Diep added: "This is a consistent content from the Party's directives and the National Assembly 's resolutions. Our task is to institutionalize those directives into regulations."

Accepting risks in research is to encourage scientists to pursue their passion.

Just because a research project doesn't produce the desired results doesn't mean it's a failure. It's normal to start a research project today and then have results 10 years later.
