Speaking at the announcement ceremony, Permanent Deputy Minister Le Hai Binh emphasized: "The award is a journey to spread national pride and moments of true happiness in the lives of Vietnamese people, contributing to honoring the value of human rights associated with Vietnamese culture."
According to Deputy Minister Le Hai Binh, happiness is a personal concept, each person has a different way of feeling and experiencing, so this contest is designed to target all audiences, to find and spread moments of true happiness in life. The Deputy Minister also expressed his hope that the contest will not only stop at the award ceremony, but will be a journey to spread positive spirit from the launching ceremony to the closing ceremony.
Pham Anh Tuan, Director of the Department of Basic Information and External Information, said that Vietnam is currently ranked 46th globally in terms of happiness index, up 8 places compared to last year. The contest is expected to attract a large number of people in the country, overseas Vietnamese and international friends to participate in creating photo and video works reflecting the beauty of people, culture and positive life in Vietnam.
The program is organized by the Ministry of Culture, Sports and Tourism in coordination with the Vietnam Association of Photographic Artists and Vietnam Television, within the framework of the implementation of the Human Rights Communication Project under Decision 1079/QD-TTg of the Prime Minister . This is also an activity towards the country's major events in 2025.
Entries must have been created between January 1, 2023 and September 30, 2025, and must not have won any major awards or been exhibited in major competitions. All citizens aged 15 and over are eligible to enter. The first prize is worth VND50 million, along with many creative prizes and monthly prizes.
