On the morning of December 4, a representative of Thanh Oai District Police, Hanoi City, said that the unit is verifying signs of irregularities in the auction of 22 land plots in Do Dong Commune. The auction took place on November 30. The police agency has been monitoring the auction since the beginning and organizing the verification.
On November 30, Thanh Oai District Land Fund Development Center and Vietnam Auction Joint Stock Company organized an auction of 22 land plots in Man Ca, Man Cong, Ma Man Trong areas, Van Quan village, Do Dong commune.
However, by the 8th round, all customers had given up, so all the auctioned lots were unsuccessful. At this time, the highest price was about 70 million VND/m2.
A plot of land was auctioned in Thanh Oai last August.
The plots of land put up for auction have the smallest area of over 85 m2 and the largest of over 135 m2. The starting price is from 5.3 million VND/m2, corresponding to a deposit of 90.89 - 143.84 million VND/plot.
The auction is conducted in a direct secret ballot with multiple rounds, at least 6 mandatory rounds. The minimum bid is 5 million VND/m2. Thus, participants must pay a minimum of 35.3 million VND/m2 to be able to own the land.
Thanh Oai district leaders said that the failed auction has greatly affected the local budget revenue. Currently, the district has no plans to re-auction the 22 plots of land mentioned above.
Also related to the land auction, on December 3, Hanoi City Police temporarily detained 5 subjects to investigate violations of regulations on property auction activities.
The above people were accused of discussing and colluding with each other in the auction of 58 land lots in Dong Lai village, Quang Tien commune, Soc Son district.
When the auction price exceeded the estimate and financial capacity, one subject offered a price of 30 billion VND/m2 (about 12,000 times higher than the starting price), leading to the unsuccessful auction of 36 land lots.
