Prime Minister's telegram on the implementation of administrative unit arrangement at district and commune levels for the period 2023 - 2025

On October 17, 2023, Prime Minister Pham Minh Chinh signed Official Dispatch No. 972/CD-TTg on focusing on leadership, direction, and organization of the implementation of the arrangement of administrative units at district and commune levels in the period 2023 - 2025.

Telegram to: Ministers, Heads of ministerial-level agencies, Heads of Government agencies; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch clearly stated: Pursuant to Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to reorganize administrative units (Us) at the district and commune levels for the period 2023 - 2030, the Standing Committee of the National Assembly issued Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 on the reorganization of administrative units at the district and commune levels for the period 2023 - 2030, the Government issued Resolution No. 117/NQ-CP dated July 30, 2023 on the Plan to reorganize administrative units at the district and commune levels for the period 2023 - 2025, the Prime Minister issued Official Dispatches No. 557/CD-TTg dated June 18, 2023, No. 616/CD-TTg dated July 4, 2023. 2023, No. 771/CD-TTg dated August 29, 2023. Relevant central ministries and branches have issued 13 documents guiding implementation, some localities have issued directives of Party committees, plans of provincial People's Committees, established Steering Committees to implement the arrangement of administrative units at district and commune levels in localities and sent the Master Plan for the arrangement of administrative units at district and commune levels for the period 2023 - 2025 to the Ministry of Home Affairs .

According to the provisions of Resolution No. 117/NQ-CP mentioned above, by October 31, 2023 at the latest, the Provincial People's Committee must send the Overall Plan for arranging administrative units at district and commune levels for the period 2023 - 2025 of the locality to the Ministry of Home Affairs, but up to now, 50 provinces and cities are still developing and completing the Plan, not ensuring the general progress requirements.

To ensure progress, quality and efficiency in the arrangement of administrative units at district and commune levels in the 2023-2025 period, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities thoroughly grasp and strictly implement Party regulations and laws to have drastic, timely, proactive and flexible solutions in implementing the arrangement of administrative units at district and commune levels for the period 2023 - 2030, first of all for the period 2023 - 2025; ensure proper implementation of the set plan and roadmap.

2. Ministry of Home Affairs

Submit to the Prime Minister the establishment of a Steering Committee to implement the arrangement of administrative units at district and commune levels for the period 2023 - 2030 before October 25, 2023.

Decision to establish a permanent Central Inter-sectoral Working Group at the Ministry of Home Affairs, including representatives of relevant ministries and central agencies: Government Office, Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Ministry of Justice, Ministry of Finance, Ministry of Planning and Investment, Ministry of Construction, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Labor - Invalids and Social Affairs, Ministry of Culture, Sports and Tourism, and the Ethnic Committee to promptly advise on the implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025 and give opinions on the Overall Plan of each locality.

Preside over and coordinate with relevant ministries and central agencies to promptly provide comments on the overall plan for arranging administrative units at district and commune levels for the 2023-2025 period of localities; organize the appraisal of dossiers of projects for arranging administrative units at district and commune levels for the 2023-2025 period of localities and develop dossiers of the Government's project to submit to the National Assembly Standing Committee for consideration and decision.

3. Relevant ministries and central agencies shall closely coordinate with the Ministry of Home Affairs to promptly provide comments on the Overall Plan for the arrangement of administrative units at district and commune levels for the period 2023 - 2025 of the localities (05 working days from the date of receipt of the Overall Plan of each locality sent by the Ministry of Home Affairs for comments); participate in the appraisal of the dossier of the project for the arrangement of administrative units at district and commune levels for the period 2023 - 2025 of the localities.

4. Chairman of People's Committee of provinces and centrally run cities

Pursuant to the Resolution and Conclusion of the Politburo, the Resolution of the National Assembly Standing Committee, the Government and the guidance of the central ministries and branches to urgently complete the Master Plan for the arrangement of administrative units at district and commune levels for the period 2023 - 2025 of each locality, and send it to the Ministry of Home Affairs no later than October 31, 2023.

Regularly coordinate closely with the Ministry of Home Affairs, central ministries and branches to promptly absorb and complete the Master Plan as a basis for preparing dossiers for the project to arrange administrative units at district and commune levels for the period 2023 - 2025 of the locality, ensuring progress and deadlines according to regulations.

5. The Government Office monitors and urges ministries, ministerial-level agencies, government agencies and localities to implement this Official Dispatch, promptly report to the Prime Minister any problems and difficulties in the implementation process for removal, resolution and handling.
