"Boost" for industrial promotion activities

At the First Special Session, the Provincial People's Council passed a Resolution regulating specific spending levels for local industrial promotion activities in Dak Lak province.

The policy will unify management and effectively use industrial promotion funds, while creating new momentum to promote industrial and handicraft production in the province.

The subjects of application of the industrial promotion policy are rural industrial establishments (RNs) in the province, including: small and medium enterprises, cooperatives, cooperative groups, business households; industrial production establishments applying cleaner production; domestic and foreign organizations and individuals participating in management and implementation of industrial promotion service activities in the province.

Financial resources for implementing industrial promotion work are allocated from the provincial budget according to the annual budget balance capacity.

In addition, encourage the mobilization of other legal financial sources, integrate a number of projects under national target programs and other socio -economic development programs to effectively implement the objectives of industrial promotion programs and projects.

Notable content in the industrial promotion policy is that activities of applying advanced machinery and equipment, technology transfer, scientific and technical advances in industrial and handicraft production are supported with a maximum of 50% of costs but not exceeding 270 million VND/facility; building technical demonstration models to disseminate new technologies, produce new products (including construction costs, purchase of machinery and equipment; completing documents on technological processes, production processes, serving technical demonstration) are supported with a maximum of 30% of costs but not exceeding 800 million VND/model.

The province's policy also encourages the application of cleaner production in industry. Specifically, the construction of pilot models on the application of cleaner production for industrial production facilities (including costs of replacing raw materials, fuels, materials, renewing machinery, equipment, technological lines, training to improve management capacity, training to improve workers' skills, product consumption, completing documents on technological processes, production processes for technical demonstration) is supported with a maximum of 30% of the cost but not exceeding 400 million VND/model.

In addition, the industrial promotion fund will be used to support the establishment of IT manufacturing enterprises in areas with difficult and extremely difficult socio-economic conditions; organize fairs and exhibitions of IT products and handicrafts; build and register trademarks and brands for IT products; provide training on start-ups, business administration, and hiring experts, etc.

The Center for Industrial Promotion and Trade Promotion (Department of Industry and Trade) accepted the industrial promotion project in Ea Kar commune.

According to the Department of Industry and Trade, the Resolution of the Provincial People's Council on the specific expenditure levels for local industrial promotion activities in Dak Lak province will complete the policy to support industrial promotion activities to ensure compliance with legal regulations and in accordance with the actual situation and the province's budget balance. Thereby, better implementing the policy to encourage and support organizations and individuals in production and business and applying cleaner production in industry. Currently, the industry and trade sector is advising the Provincial People's Committee to effectively implement the policy to gradually remove difficulties in resources, funding, infrastructure, policies, etc., thereby promoting the development of industrial production.

In the period of 2021 - 2025, the whole province has implemented 146 projects (122 projects in the old Dak Lak province, 24 projects in the old Phu Yen province), including 7 national industrial promotion projects and 139 local industrial promotion projects. The total budget for implementing industrial promotion programs and projects in the past 5 years reached nearly 47 billion VND, of which the national industrial promotion budget was 4.8 billion VND, the local industrial promotion budget was more than 18 billion VND, and the beneficiary unit budget was more than 24 billion VND.
