The Tax Department ( Ministry of Finance ) has just sent an urgent dispatch to regional tax branches regarding tax inspection at taxpayers' headquarters.

Accordingly, the Tax Department requires tax branches to temporarily suspend the issuance of tax inspection decisions at taxpayers' headquarters until the apparatus is reorganized.

For inspection decisions that have been issued and are being implemented, the Tax Department requires inspection teams to promptly complete the inspection work to issue administrative handling decisions in accordance with legal regulations, and at the same time, complete the entry of data on inspection results into tax industry applications before July 1, 2025.

In addition, the Tax Department also directed regional tax branches to temporarily suspend the issuance of inspection decisions until the apparatus is reorganized.

According to the Tax Department, the above requirements are aimed at ensuring that tax inspection work is not interrupted, and that the handover of work documents related to the tax inspection field is timely, quick, and highly effective immediately after the organization of the apparatus during the implementation of the arrangement and merger of provincial and communal administrative units and the organization of the 2-level local government system and the consolidation of the apparatus of a number of units under the Ministry of Finance.

Recently, the Ministry of Finance has submitted to the Government amendments and supplements to regulations for vertical organizations of the Ministry. Accordingly, for tax agencies, the regional tax branches will be rearranged to manage in line with provincial administrative units.

Specifically, reorganizing from 20 regional tax branches into 34 provincial and municipal tax branches directly under the Central Government (an increase of 14 units compared to present).

Along with that, convert district-level tax teams into basic tax units under provincial and municipal tax to manage taxes in some commune-level administrative units.

For statistical and social insurance agencies: Reorganize from 63 statistical offices into 34 provincial and municipal statistical offices under the Central Government (reducing 29 units compared to present). Reorganize 35 regional social insurance offices into 34 provincial and municipal social insurance offices (reducing 1 unit compared to present).

Convert district-level statistical teams into grassroots statistics under provincial and municipal statistics; district-level social insurance into grassroots social insurance under provincial and municipal social insurance and rearrange them appropriately for management in some commune-level administrative units.

The Ministry of Finance wants to reorganize 20 regional tax departments into 34 provincial and municipal tax departments, an increase of 14 units compared to present.
