The delegation of the Communist Party of Vietnam was led by Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics. The delegation of the Communist Party of Japan was led by Comrade Tanaka Yu, Vice Chairman of the Presidium of the Communist Party of Japan.
In his opening speech, Comrade Nguyen Xuan Thang expressed his joy at meeting close friends of the Communist Party of Japan again, emphasizing the importance of enhancing theoretical exchanges in the context of epochal changes in the world; affirming that this exchange is not only an opportunity for the two Parties to share their thoughts and theoretical viewpoints, but also a clear demonstration of the comprehensive friendship and cooperation between Vietnam and Japan.
From there, it contributes to strengthening the role and position of the Communist Party in the economic- political -security life of each country in particular as well as in the East Asia region and the world in general.
Comrade Nguyen Xuan Thang affirmed that in the context of the world facing many challenges such as regional conflicts, climate change, social inequality and human rights risks, the two Parties emphasized the necessity of building and consolidating world peace based on the principles of mutual respect and ensuring human rights; building and protecting peace and ensuring human rights need to continue to be respected and become common missions and standards of the international community and global governance institutions.
Comrade Nguyen Xuan Thang shared that the Communist Party of Vietnam attaches importance to creating and consolidating peace by making continuous efforts to enhance national potential and improve people's lives; proactively and actively integrating internationally to contribute to peace, stability and development in the region and the world. He emphasized that the awareness, viewpoints, policies and guidelines of the Communist Party of Vietnam on human rights and the guarantee of human rights have been continuously developed, innovated and improved over the past time.

Speaking at the meeting, Comrade Tanaka Yu expressed condolences over the passing of the late General Secretary Nguyen Phu Trong, who had made important contributions to maintaining the Theoretical Exchange mechanism between the two Parties from 2007 to present; highly appreciated the close coordination between the two sides to organize the 11th Theoretical Exchange after a 3-year hiatus; conveyed the message of Comrade Shii Kazuo, Chairman of the Central Council of the Communist Party of Japan, thanking them for their cooperation in developing the relationship between the two Parties in the past time as well as the establishment of the topic of this meeting, which is very suitable to the new changes in the world and regional situation.
Congratulating Vietnam on the occasion of the important events in 2025, namely the 50th Anniversary of the Liberation of the South and National Reunification and the 80th Anniversary of the August Revolution and National Day on September 2, Comrade Tanaka Yu affirmed that these are important victories of historical significance, in which Vietnam's Declaration of Independence in 1945 was the "music" that opened the era of national independence, which was transmitted from Vietnam to all over Asia and Africa, leading to the collapse of colonialism around the world; at the same time, he expressed his respect for the Vietnamese people, under the leadership of the Communist Party of Vietnam, who fought heroically for the independence and freedom of the nation as well as humanity around the world.
Comrade Tanaka Yu emphasized that the world is undergoing rapid and unpredictable changes, however, the trend of peace and progress has developed steadily and is the main stream of human history. He highly appreciated the initiative "ASEAN Outlook on the Indo-Pacific (AOIP)" adopted by ASEAN in 2019, as well as the principles stated at the ASEAN Future Forum held in Hanoi in February 2025, including promoting ASEAN's central role, maintaining the international order based on rules, and cooperating to build peace in the region; Comrade Tanaka Yu said that ASEAN cooperation is a bright spot, contributing positively to regional and world peace.

Comrade Tanaka Yu emphasized that organizing the exchange of views between the two Parties on peace building and ensuring human rights is an urgent issue, of profound significance to the people of the two countries in particular and the people of countries in the East Asia region and the world in general; affirmed that in the current situation, to build peace and ensure human rights, along with the activities of the Government, the role of political parties and people's movements needs to be promoted; highly appreciated Vietnam's foreign affairs with three pillars: Party diplomacy, State diplomacy and people's diplomacy, which have effectively contributed to the process of peace building in the region and the world; affirmed that the Communist Party of Japan wishes to continue to strengthen solidarity and cooperation with the Communist Party of Vietnam for peace and progress in the world.
In the spirit of trust and mutual understanding, the two comrades agreed to continue promoting the theoretical exchange mechanism in the coming time in new forms, with rich and specific content, close to the practical requirements of each Party and each country, and continue to coordinate well to organize the 12th Theoretical Exchange in Japan in 2026.
