In order to develop the labor market and improve the efficiency of connecting labor supply and demand, Quang Ninh has proactively implemented many practical solutions. In particular, the education and training sector plays a key role in supporting recruitment and supplying human resources for businesses, especially in large industrial parks in the province.
Specifically, in 2025, the Department of Education and Training coordinated with the Provincial Youth Union, the Provincial Economic Zone Management Board and Amata Ha Long Urban Joint Stock Company to organize the 2025 Job Fair at Song Khoai Industrial Park. The fair attracted the participation of nearly 30 enterprises with hundreds of recruitment targets in many fields, such as high-tech industry, engineering, electronics, logistics, services, etc. In particular, more than 800 students from vocational training institutions in the province came to learn, apply and participate in direct interviews. At the event, more than 500 interviews were conducted, many students were highly appreciated by enterprises and were given job opportunities or internships after graduation.
In recent times, the Department of Education and Training has also focused on researching, advising, and proposing the Provincial People's Council to issue resolutions amending and supplementing policies related to vocational training support, attracting and training high-quality human resources; effectively implementing policies issued by the Provincial People's Council in the field of education and training. At the same time, well implementing the Plan to innovate, develop and improve the quality of vocational education in Quang Ninh province until 2030, with a vision to 2045; focusing on vocational training for rural workers, associated with the shift of labor structure from agriculture to non-agriculture.
To improve the quality of human resources, the province also directed the implementation of enhanced coordination solutions between the "3 houses" (state - school - enterprise) in connecting, exchanging information, implementing training; especially for strategic enterprises and key training institutions to promptly implement training solutions, improve the quality, scale, occupational structure, and qualifications of the workforce, meet the needs of enterprises, and ensure the balance of supply and demand in the labor market.
The province actively mobilizes businesses to participate in developing training programs, training activities, evaluating learning outcomes, and training quality of training institutions to ensure that vocational training activities meet the recruitment needs of businesses and the labor market.
In addition to training and job connection activities, Quang Ninh pays special attention to communication and propaganda to raise social awareness about the role of vocational education and job creation. This is considered one of the fundamental solutions to create a change from awareness to action in the whole society, especially for parents and students, who directly make career orientation choices.
To carry out this task, the Department of Education and Training has deployed a variety of communication forms suitable for each target group. Notably, the organization of the 2025 Admissions and Career Counseling Day attracted the participation of more than 2,000 students in grades 9 and 12 and young people completing their military service, with the goal of helping them identify the right major and career that suits their abilities, family economic conditions and current human resource development trends.
According to the Department of Education and Training, in the coming time, the sector will continue to closely follow the direction of the Provincial Party Committee, People's Council, and Provincial People's Committee, and proactively coordinate with departments, branches, sectors, unions and local authorities to effectively implement tasks according to the human resource development and employment plan. The spirit of initiative, determination and flexibility in inter-sectoral coordination will be the key to ensuring consistency in implementing human resource policies to each locality and each specific target group.
