Investing in construction and business of infrastructure of Cam Lien industrial park with scale of 450 ha

Cam Lien Industrial Park Perspective

Specifically, Deputy Prime Minister Tran Hong Ha approved the investment policy for the project to invest in construction and business of infrastructure of Cam Lien Industrial Park in Cam Thuy, Thanh Thuy and Ngu Thuy Bac communes, Le Thuy district, Quang Binh province.

At the same time, approve the investor as a Company. Capella Quang Binh Investment Co., Ltd.

Regarding project investment capital, the Deputy Prime Minister requested the People's Committee of Quang Binh province to direct the Quang Binh Economic Zone Management Board to guide investors in determining the total investment capital of the project in accordance with the project area (450 hectares) and the plan for handling public assets within the project scope.

The Deputy Prime Minister requested the Ministry of Planning and Investment to take responsibility for the assigned contents of investment policy appraisal and to perform state management of industrial zones in accordance with the provisions of the Investment Law and relevant laws.

Relevant ministries and branches are responsible for the content of project investment policy appraisal within their functions and tasks according to the provisions of the Investment Law and relevant laws.

The Ministry of Agriculture and Rural Development is fully responsible for the appraisal content, completeness, accuracy and validity of the dossiers, documents, data and contents submitted to the Prime Minister for consideration and decision on the policy of changing the purpose of forest use to other purposes to implement the project.

Closely inspect and monitor the conversion of forest use purposes.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with the Ministry of Natural Resources and Environment and relevant agencies to be responsible for directing and guiding the People's Committee of Quang Binh province to implement; closely inspect and supervise the conversion of forest use purposes to other purposes to implement the project in accordance with Directive No. 13-CT/TW dated January 12, 2017 of the Secretariat on strengthening the Party's leadership in forest management, protection and development and regulations of forestry law.

The Ministry of Natural Resources and Environment coordinates with the Ministry of Agriculture and Rural Development to direct and guide the People's Committee of Quang Binh province to conduct inspections and closely monitor the conversion of forest use to other purposes to implement the project in accordance with Directive No. 13-CT/TW.

The People's Committee of Quang Binh province ensures the accuracy of information, reported data, and appraisal contents according to the provisions of law, including the occupancy rate of industrial parks established in the province according to the provisions of Decree No. 82/2018/ND-CP; implements the project in accordance with the plans approved by competent authorities; ensures that Cam Lien industrial park is not affected or overlaps with other plans;

Organize the establishment and approval of the adjustment of the construction zoning plan for the entire area of Cam Lien Industrial Park according to the provisions of the law on construction to ensure synchronous connection of infrastructure, environmental landscape; ensure compliance with national technical regulations on construction planning and in accordance with the location and scale of land use area of the approved project.

No complaints or lawsuits

The People's Committee of Quang Binh province is responsible for implementing procedures for leasing land to existing enterprises to carry out projects within the scope of the industrial park planning, ensuring compliance with the provisions of law; reviewing land use right certificates, land allocation terms and related legal documents on land to ensure the legitimate rights and interests of enterprises currently operating in the project area in accordance with the provisions of the law on land, the law on investment and the law on planning;

Direct relevant agencies to coordinate and guide investors to negotiate and reach an agreement with existing enterprises that have leased land from the State on rental fees, infrastructure usage fees and infrastructure connection plans (traffic, electricity supply, water supply, wastewater treatment, shared infrastructure works...) to the common infrastructure system of Cam Lien Industrial Park, ensuring harmony of interests between parties, preventing complaints and lawsuits and affecting the common operations of investment projects in the industrial park;

Carry out procedures for land lease and permission to change land use purposes to implement projects in accordance with the provisions of the law on land; in case of determining that there are public assets, handle them in accordance with the provisions of the law on public assets, ensuring no loss of state assets...
