Accordingly, the City leaders assigned the People's Committees of districts and Thu Duc City to approve compensation, support and resettlement plans for unapproved projects before renovating and rebuilding apartment buildings. At the same time, implement the contents of authorization and assignment in Decision No. 2786/QD-UBND of the Ho Chi Minh City People's Committee on authorization and assignment to carry out investment procedures for renovating and rebuilding apartment buildings built before 1975 in the area.

The City People's Committee also assigned the Department of Construction to guide the regulations on housing law for the contents related to multi-storey apartment buildings such as: Coefficient K (compensation) to convert the area of new apartments; determine the value of apartments to be compensated in case people receive money to arrange their own new accommodation; area of corridors, stairs, common walkways; area of common yard, campus; state-owned apartments...

Assign the Department of Natural Resources and Environment to provide guidance according to land law on the contents related to low-rise individual housing and land procedures, including: compensation unit price, compensation unit price for architectural works; handling of traffic land, public works land (if any)...

Many old apartment buildings in Ho Chi Minh City are on the list of buildings that need to be demolished to make way for new ones.

In addition, the Department of Planning and Investment, the Department of Planning and Architecture, the Department of Finance and relevant agencies and units promptly guide and support the People's Committees of districts and Thu Duc City in the process of organizing implementation according to their functions, tasks and legal regulations.

Previously, according to the Department of Construction, in the city there are 16 severely damaged and dangerous apartment buildings (grade D apartments), concentrated in inner-city districts such as districts 1, 4, 5, 6, Tan Binh... with a total of about 1,194 apartments. Of which, 318 are state-owned and 876 are privately owned. These grade D apartments need to be relocated and demolished immediately to ensure the safety of life and property of the residents.

To serve the relocation of these 16 apartment buildings, Ho Chi Minh City has also prepared enough state-owned housing funds and agreed to assign the People's Committees of districts to use this housing fund for temporary residence and resettlement for households living in class D apartment buildings in the area.

To date, the city has relocated 673/1,194 households, including all 354 households in 7/16 apartment buildings, partially relocated 319/566 households in 5/16 apartment buildings, and has not relocated 4/16 apartment buildings in the area. The city has also demolished 4/16 apartment buildings with a demolished floor area of approximately 14,470/46,368 m2.

However, the relocation and demolition still face many difficulties and obstacles such as some households do not agree, the city budget is still limited, so new construction projects to replace old apartments are mainly mobilized from capital sources of enterprises. In addition, problems arise in compensation for the area of houses and land under State ownership that have not been sold, because the relevant regulations on handling the above areas are unclear, many regulations conflict with each other according to specialized laws (housing, public property management, land)...
