Regarding construction (belonging to component project 2.3), the implementation value has only reached 38.62% of the total construction and installation value. Of which, package 14 basically meets the schedule; packages 15 and 16 are at risk of being delayed if machinery, human resources, materials and overtime are not increased. The disbursement rate of the project in 2025 has only reached 169.3 billion VND, equivalent to 21.85%.
According to the investor, the slow construction progress is mainly due to the contractors not being proactive in sourcing materials and equipment and the construction being spread out. Some packages have been transferred in volume, contract violations have been handled and the contract may be considered for termination if there are no positive changes. In addition, the project is also facing difficulties due to high construction material prices and limited supply.

Through the actual inspection, comrade Ngo Tan Phuong emphasized that this is a national key project, of great significance to the socio -economic development of the province, therefore, it needs to be completed on schedule set by the Government. He affirmed that the site clearance work has been basically completed and the province always allocates resources, ensuring that there is a volume of payment and settlement. Therefore, the contractor needs to increase human resources, machinery, resources, materials and base on the approved timeline to speed up the construction progress.
The supervision consultant must arrange enough people on site to ensure quality, progress and labor safety. The investor focuses on directing the contractor based on the contract and construction conditions to speed up the progress and promptly pay the contractor for the completed volume according to the plan of the Provincial People's Committee.

For the investment project to build the Golden Canal Bridge, the total length of the route is 13.396 km, of which the bridge length is 743 m; the total investment is nearly 2,200 billion VND, implemented from 2021 to 2027. The project consists of 2 packages, of which the total value of construction volume of package No. 14 is about 29.9%, package No. 15 is about 6.6%.
Currently, the project is facing some difficulties related to site clearance; relocation of technical infrastructure items; scarcity of material supply, high material prices... The Management Board of Bac Ninh Province's Traffic and Agriculture Project No. 2 recommends that the Provincial People's Committee, departments, branches and localities support site clearance; complete procedures for converting foundation materials and introduce material supply sources.
After inspecting the construction items, the Vice Chairman of the Provincial People's Committee directed the investor to continue to coordinate with Trung Kenh commune and localities of Hai Phong city to step up propaganda and mobilize people to agree and hand over the site. At the same time, regularly update the price of raw materials to have a basis for implementation, ensuring compliance with legal regulations. For contractors, he requested to mobilize more human resources and resources to speed up construction progress, ensuring safety and quality. In particular, when there is a completed volume, it is necessary to complete the payment documents immediately, avoiding leaving it until the end of the year.
