On the afternoon of June 4, at the National Assembly House, under the chairmanship and direction of National Assembly Chairman Tran Thanh Man , the 15th National Assembly conducted a question-and-answer session on the second group of issues in the field of industry and trade.
The group of questions and answers in the field of industry and trade will focus on: Management, supervision, and protection of consumer rights in e-commerce activities; solutions to boost export activities, promote the implementation of FTAs, and remove difficulties for businesses in the context of the world situation continuing to fluctuate in a complex and unpredictable manner; implementation of policies and laws to develop supporting industries and mechanical industries, especially in serving the processing of agricultural, forestry, and aquatic products, and developing agriculture and rural areas.
Minister of Industry and Trade Nguyen Hong Dien was the main respondent. Deputy Prime Minister Tran Hong Ha; Ministers of Planning and Investment, Finance, Agriculture and Rural Development, Science and Technology, Information and Communications, and Foreign Affairs also participated in answering questions and explaining related issues.
Questioning, delegate Cao Thi Xuan, Vice Chairwoman of the National Assembly's Ethnic Council (Thanh Hoa Province National Assembly Delegation) said that on March 27, 2020, Decision No. 431/QD-TTg of the Prime Minister: Approving the Project on management of e-commerce activities for export and import goods was issued, in which the Ministry of Industry and Trade was assigned to proactively develop policies to manage transactions in e-commerce activities for export and import goods. Delegate Cao Thi Xuan asked the Minister to let her know whether after more than 4 years the Ministry of Industry and Trade has issued them or not, if so, what specific policies are they? If not issued, what regulations are currently in place for management?
Responding to the issue raised by National Assembly Deputy Cao Thi Xuan, Minister of Industry and Trade Nguyen Hong Dien said that the Ministry of Industry and Trade plans to submit to the Government a decree on customs management for import and export activities through border trade, which will separate regular goods from e-commerce goods. At the same time, there will be a policy mechanism to encourage and bind businesses and manufacturers to improve product quality to compete with imported goods. To encourage and support Vietnamese businesses to take advantage of online exports across borders, the Ministry of Industry and Trade will propose that the Government have preferential policies on credit and taxes for businesses to build warehouses and logistics centers in border areas...
