According to Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister, Quang Tri province has Gio Hai commune (Gio Linh district), Hai An commune (Hai Lang district), Hai Khe commune (Hai Lang district) and Con Co island district as communes with special difficulties in the coastal and island areas in the period of 2021 - 2025.
After a period of efforts, on May 17, 2024, the three communes of Gio Hai, Hai An, and Hai Khe were recognized by the Provincial People's Committee as meeting new rural standards.
However, through the review of the authorities, the multidimensional poverty rate according to the new rural criteria at the end of 2023 (excluding poor households and near-poor households with no working capacity) in Gio Hai commune was 5.79%, Hai An commune was 2.97%, Hai Khe commune was 3.76%.
The criteria on the rate of near-poor households, the rate of households using hygienic water, the rate of households with hygienic toilets, the standard indicators in schools, essential infrastructure... of all 3 communes have only reached asymptotic levels, some criteria are not yet sustainable.
In order to continue creating conditions for people to stabilize their lives, communes to have more resources to invest in infrastructure development, and improve the quality of the achieved criteria, the Provincial People's Committee has just issued a document requesting the Ministry of Labor, War Invalids and Social Affairs to submit to the Prime Minister to allow the 3 extremely disadvantaged communes in the coastal and alluvial areas that have just been recognized as new rural areas to continue to enjoy policies on socio-economic infrastructure investment and other support policies of extremely disadvantaged communes in the coastal and island areas until the end of the period (2025).
