On June 26, the leader of the Department of Planning and Investment of Dong Nai Province said that the Provincial Police Department has just requested the Department to provide information on 5 bidding packages constructed by 493 Construction Investment Company Limited (headquartered in Vinh City, Nghe An) in the project to build social infrastructure system of Long Thanh Airport Resettlement Area.

The Long Thanh airport resettlement area is 282 hectares wide, with 11 social works being built from 2021, including 4 kindergartens, 2 primary schools, 2 secondary schools, 1 market, 1 cultural center and the headquarters of the People's Committee of Loc An commune. The total construction cost is about 227 billion VND. After signing the contract, contractors are all given advance payment with a bank guarantee.
However, these projects are behind schedule, including 6 projects that were assessed by the Dong Nai Province Construction Investment Project Management Board (project investor) as “unlikely to be completed”. The objective factors include price fluctuations and the impact of the Covid-19 pandemic, but there is also a subjective factor in that the contractor is not actively working on the construction.
Therefore, in September 2022, the Dong Nai Provincial Construction Investment Project Management Board liquidated and terminated the contracts for the above 6 delayed packages. Of which, 5 packages were constructed by Construction Investment Company 493.
Regarding the above 5 bidding packages, in early 2023, the Dong Nai Provincial Construction Investment Project Management Board submitted a petition to the Dong Nai Provincial People's Court to sue Southeast Asia Commercial Joint Stock Bank for the recovery of the advance payment (VND 36 billion) that the investor had previously advanced to Construction Investment Company 493.
Currently, the lawsuit has been transferred by Dong Nai Provincial People's Court to Vinh City People's Court ( Nghe An ) for settlement according to its jurisdiction.
