Proposal to hand over abandoned plane at Noi Bai airport for 18 years to Vietnam Aviation Academy

The Civil Aviation Authority has just reported to the Ministry of Construction on a plan to handle the Boeing 727-200 aircraft of Royal Khmer Airlines (RKA) of Cambodian nationality that was abandoned at Noi Bai International Airport since 2007.

According to the Civil Aviation Authority of Vietnam, this plane has been parked at Noi Bai International Airport since May 1, 2007. On November 11, 2014, the State Committee for Civil Aviation of Cambodia responded that the operating license of Royal Khmer Airlines had been revoked, the plane had been deregistered as a Cambodian national since 2008, and agreed to let Vietnam handle the plane according to Vietnamese law. However, due to many procedural problems, this plane has not been handled to date.

To resolve the issue, the Civil Aviation Authority of Vietnam has proposed a plan to assign the model to the Vietnam Aviation Academy to use as a model, teaching aids for practice and internship in specialized aviation training facilities. The Vietnam Aviation Academy is responsible for hiring survey units, making a feasible plan for disassembly and relocation to the Academy's third facility in Cam Ranh.

The Civil Aviation Authority of Vietnam said that the cost of purchasing the aircraft as a teaching model is estimated at VND500 billion. Meanwhile, the cost of dismantling, transporting, installing, and completing the handover of the abandoned aircraft is estimated to be only VND8.74 - 9.66 billion. Although it is no longer capable of restoring its flight performance, the aircraft still has all its main components, making it useful as a visual teaching aid for students.

Vietnam Aviation Academy also committed to ensuring sufficient financial resources to receive the Boeing 727-200 aircraft from tuition fees, sponsorship sources... without using resources from the State budget.
