Proposal to collect additional fees on 13 state-invested expressways

The Vietnam Road Administration has just proposed to the Ministry of Construction to allow toll collection on 13 additional state-invested expressways scheduled for completion in 2025.

According to the Vietnam Road Administration, there are currently 29 expressway sections under the management of the Ministry of Construction . Of these, 5 routes have had their road infrastructure asset exploitation projects approved by the Ministry of Construction and are expected to start collecting tolls from January 2026.

According to the progress of construction of rest stops and intelligent traffic systems that meet the toll collection conditions as prescribed in the Road Law and Decree No. 130/2024/ND-CP (regulations on toll collection for vehicles traveling on expressways owned and managed by the State), the Vietnam Road Administration proposed to implement toll collection for 13 expressways invested by the State with completion scheduled for 2025.

Proposed routes include: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang , Hau Giang - Ca Mau.

Vietnam Road Administration proposed 2 fee levels. Level 1 is 1,300 VND/PCU/km (PCU is a vehicle converted to a 5-seat vehicle as a standard) applied to highways that fully meet the regulations on conditions for toll collection (4 lanes, with continuous emergency lanes).

Level 2 is 900 VND/PCU/km, applied to expressway projects that have been decided on investment policy before the effective date of the Road Law, when put into operation but do not fully meet the requirements specified in the Road Law (expressways with 4 lanes, with intermittent emergency lanes).

The Vietnam Road Administration will directly manage, maintain and repair the expressway sections invested by the State and organize the collection of expressway tolls electronically without stopping. It is expected that when implementing the collection of tolls on the 13 expressways mentioned above, each year the budget will pay nearly 2,500 billion VND, excluding the collection organization costs.
