Lao Cai Provincial People's Committee has just issued Plan No. 222/KH-UBND dated April 19, 2024 adjusting some contents of Plan No. 284/KH-UBND dated August 15, 2022 on implementing the National Target Program (NTP) on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2025 in the province.
Plan No. 222/KH-UBND dated April 19, 2024 adjusts and amends 02 main contents: (1) Ability to mobilize capital to implement the program. (2) Estimated capital allocation level, capital structure; ratio of construction investment projects implemented under special mechanisms; work to adjust the plan of investment project portfolio. Specifically:
Ability to mobilize capital to implement the program: The total capital expected to be mobilized to implement the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period is VND 5,737,998 million. Of which: Central budget capital is VND 3,944,430 million (development investment capital is VND 2,075,301 million, expected career capital is VND 1,869,129 million); provincial budget is VND 880,297 million; district budget is expected to be VND 324,248 million; commune budget is expected to be VND 1,616 million; expected credit capital is VND 367,740 million (borrowed from development investment sources is VND 138,340 million, borrowed from career capital sources is VND 299,400 million); Estimated capital mobilized from voluntary community contributions, other capital is about 219,667 million VND.
Estimated capital allocation and capital structure: Development investment capital is expected to invest in about 692 projects, with an estimated total investment of VND 3,624,495 million. Estimated career capital to implement the Program is VND 2,113,503 million.
The rate of construction investment projects implemented under special mechanisms is at least 50% of the total number of construction investment projects implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 in Lao Cai province.
Adjustment of investment project portfolio plan:
For construction investment projects managed by the district level: Adjustment of the project list plan shall be made in accordance with Clause 2, Article 1 of Resolution No. 11/2023/NQ-HDND dated September 15, 2023 of the Lao Cai Provincial People's Council on amending and supplementing a number of articles of the Regulation attached to Resolution No. 05/2022/NQ-HDND dated June 19, 2022 of the Provincial People's Council promulgating regulations on a number of contents on the mechanism for implementing national target programs in Lao Cai province. The district-level People's Committee is responsible for reporting to the Provincial People's Committee (through the Department of Planning and Investment, the Department of Finance, the Provincial Ethnic Minorities Committee and relevant specialized management agencies in the province) within 15 days from the date the district level approves the adjustment of the Project List Plan for the period 2021 - 2025.
For projects invested by provincial agencies: The investors propose, the Provincial Ethnic Committee presides over the appraisal, sends it to the Department of Planning and Investment, the Department of Finance synthesizes, reports to the Provincial People's Committee for consideration and decision.
Every year, the Investor and the District People's Committee synthesize and report on the adjustment of the Plan for the period 2021 - 2025 to the Provincial People's Committee through the Provincial Ethnic Committee, the Department of Planning and Investment, the Department of Finance and related specialized management agencies in the province.
Other contents continue to be implemented according to Plan No. 284/KH-UBND dated August 15, 2022 of Lao Cai Provincial People's Committee.
