The Government Office has just announced the conclusion of Deputy Prime Minister Le Minh Khai at the meeting on integrating capital sources to implement the Ho Chi Minh Road Construction Investment Project, Eastern bypass of Buon Ma Thuot City (Project).
The project has been approved for investment by the Ministry of Transport and implemented by the Dak Lak Provincial People's Committee in the period of 2020 - 2023. According to the report of the Ministry of Transport , during the implementation process, due to slow compensation and site clearance, compensation costs increased compared to the value approved by competent authorities.
Pursuant to the legal provisions on state budget and public investment, the use of local budget to allocate additional compensation costs for site clearance of the Project is not under the decision-making authority of the Prime Minister.

The Deputy Prime Minister assigned the Ministry of Transport to urgently review the projects in the Ministry's medium-term public investment plan for the period 2021 - 2025 that have been allocated to propose adjustments and balance additional capital for the Project; based on the ability to balance sources and capital levels for the Project, the Ministry of Transport shall make adjustments to the Project and propose adjustments to the medium-term public investment plan for the period 2021 - 2025 in accordance with regulations, and report to competent authorities for contents beyond its authority.
It is known that the Ho Chi Minh Road section avoiding the East of Buon Ma Thuot City is over 39 km long, with a total investment of 1,509 billion VND, invested by the Dak Lak Province Management Board of Investment Projects for Construction of Transport Works and Rural Development. The project encountered many difficulties in site clearance, leading to an additional 332 billion VND.
