At the meeting, Chairman of the Provincial People's Committee Le Thanh Do briefly reported on the progress of the implementation of the Nam Rom River Basin Multi-Disaster Management Project and the itinerary to visit and learn about the history of Dien Bien Phu.
Accordingly, the Nam Rom River Basin Multi-Disaster Management Project aims to protect people's lives, adapt to climate change and develop the socio -economy of Dien Bien province. It is a project using ODA capital from the French Development Agency (AFD) with a total investment of VND 981,028 billion ( equivalent to 36.33 million Euros and equivalent to 42.65 million USD) . In which: ODA capital is 24.65 million Euro; EU non-refundable aid capital is 1.5 million Euro, the remaining is counterpart capital of 10.19 million Euro . Currently, the Project is implementing 6/7 construction packages. Package No. 7 of dredging the riverbed will be implemented after the embankment is completed .
Up to now, the cumulative construction volume has reached 24.82 %. The estimated project implementation volume by December 31, 2024 is 41.21% of the contract value. The cumulative allocated capital is 686.955 billion VND . The total remaining capital to date is 453.1 billion VND ; 375.83 billion VND has been disbursed . It is expected that by the end of 2025, the project will be completed, handed over and put into use.
For the tour route to visit and learn about the history of Dien Bien Phu, the installation work has been completed and basically completed 19 information boards, directional signs, information systems and through an online meeting with the French Embassy in Vietnam and the French Development Agency (AFD), it was agreed to organize the inauguration and handover on the morning of November 23, 2024 with the participation of the French Embassy in Vietnam and the Ambassador of the European Union in Vietnam.
Regarding technical support using the 1.5 million Euro budget of the WARM Fund; the component of supporting tools for decision-making for natural disaster prevention has been studied and completed. It is expected that on November 23, Dien Bien province and AFD in Vietnam will co-organize a workshop towards urban development adapting to climate change for cities in the northern mountainous region and North Central Vietnam. The Muong Thanh bridge lighting system with the support of the French Development Agency in Vietnam has been completed and put into use since May 5, 2024 and has brought modernity, a highlight contributing to attracting the attention and visits of people in the province as well as tourists to Dien Bien. AFD's activities in Dien Bien have brought practical effects on the province's economic, social and tourism development.
Based on the effective cooperation activities between Dien Bien province and the French Development Agency in the past time, Dien Bien province hopes that in the coming time, the French Development Agency will continue to pay attention to supporting, funding, and lending capital to the province to implement 2 projects : Project on Integrated Water Resources Management to serve people's lives, adapt to climate change and develop socio-economy, Tuan Giao district, Dien Bien province with a total estimated investment of 1,389.698 billion VND (equivalent to 53.321 million Euros), the project implementation period is expected from 2026 - 2028 and Project on Multi-disaster Management of Nam Po River Basin to protect people's lives, adapt to climate change and develop socio-economy in Nam Po district, Dien Bien province with a total estimated investment of 1,497 billion VND (equivalent to 54.515 million Euros), the project implementation period is expected from 2027 - 2030. At the same time, continue to introduce Dien Bien province to investors in France to mobilize support and funding for Dien Bien province, contributing to strengthening the Vietnam - France Comprehensive Strategic Partnership in general and Dien Bien province in particular.
The representative of the French Development Agency highly appreciated the coordination of Dien Bien province in implementing the projects, ensuring the progress of construction and disbursement as committed; the quality of the works, the projects have promoted economic and social values, contributing to promoting the socio-economic development of the province. The French Development Agency committed to continue to accompany and support the recommendations and proposals for implementing the projects of Dien Bien province.
