No more laborious handwriting on each application form or having to ask for addresses after the merger, people coming to the Tan Hung Ward Public Administration Service Center (HCMC) now only need to scan their ID card into the kiosk to automatically fill in the form, quickly look up old and new addresses with just a few steps.
The reason is that this Center has applied information technology with kiosks to support form filling and a new neighborhood lookup system to help bring a faster, more convenient and friendly administrative experience.

Fast procedure, no handwriting
Early Monday morning, Ms. Nguyen Ngoc Thanh (living in District 7) went to the Tan Hung Ward Public Administration Service Center to request a certificate of marital status.
Unlike the previous times when she had to write by hand on paper forms, this time she was guided by the staff to use the kiosk. She only needed to insert her ID card into the machine, and the system would automatically read and fill in the available information.
“The machine automatically filled in almost all of my information, I just needed to add a few details according to the instructions and the machine printed out a complete declaration. I signed it and it was done. Fast, convenient and very interesting. This is the first time I have seen technology applied so effectively in administrative procedures” – Ms. Thanh shared.

Ms. Vo Thi Ngoc Tram also expressed her satisfaction when she came to the Center to complete the certification procedures. After scanning her ID card, she was instructed to use the application to look up the old and new neighborhood addresses to update information after the merger.
“I think these models should be replicated in other wards. Easy to use, fast, and saves effort for both residents and officials,” Ms. Tram commented.
According to the records, the atmosphere at the center is always bustling but orderly. Many elderly people or people who are not familiar with technology are enthusiastically supported by the union members or ward officials, no one is "confused" by machines or digital operations.
Officials and people have less work
Mr. Nguyen Minh Thien, Vice Chairman of the People's Committee and Director of the Tan Hung Ward Public Administration Service Center, said that the Center has been in operation since July 1. Every day, about 300 people come to do procedures.
In order to improve service quality, the Center has deployed two information technology application models including a kiosk to support form creation and a new neighborhood lookup system via the website.
With the kiosk model, people only need to insert their ID card, select the type of procedure, and the machine will help them fill out the form and print out a complete declaration.
“This not only saves time for people but also reduces costs because there is no need to buy forms. Even if the people are from other localities, the machine can still read the data. In case of elderly people or people who do not know how to use technology, there will be support from union members or staff,” said Mr. Thien.
According to Mr. Thien, after the merger, in addition to the ward name, some neighborhood names have also changed, causing many difficulties in confirming information. Therefore, the center has built the website https://phuongtanhung.com for people to change their old address to a new address, old neighborhood to new neighborhood, and at the same time find the location of the neighborhood.
On the website, people can also look up information and phone numbers of the Head of the Neighborhood Group, Party Cell Secretary, Youth Union Secretary, Head of the Front Work Committee...
“The new neighborhood management model helps people look up information themselves without having to ask ward officials. We also put the locations of police, military , Party Committee, and Front headquarters on the website for people to look up easily,” Mr. Thien emphasized.

Mr. Thien said the ward is preparing to integrate some more utilities into this model, such as publicizing construction permits, a list of central staff, the function of directly contacting the staff in charge of procedures, implementing paperless meeting rooms, managing boarding houses, apartments, etc.
Virtual assistant Q&A Tan Hung ward
Recently, the Vietnam Fatherland Front Committee of Tan Hung Ward has also deployed the application "Tan Hung Ward Q&A Virtual Assistant". People only need to scan the QR code placed at the guidance points, then access the link leading to the ChatGTP platform with a built-in virtual assistant.
Here, people can easily ask questions and receive answers related to the ward organization; address, office and operating information of the Public Administration Service Center...
Not only that, the virtual assistant also provides detailed instructions on the process and documents for all administrative procedures under the authority of the ward; allowing people to look up resolutions and decisions related to the organization, residential groups, neighborhoods, etc.
Virtual assistant is like a Tan Hung ward officer working 24/7, people can ask questions and get answers at any time.
This application helps people save time, not having to go directly to the Ward People's Committee but still receiving administrative procedure support, contributing to reducing the repetitive workload for the reception department.
