
On the morning of July 31, comrade Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, and Working Group No. 2 of the Congress Steering Committee of the Ho Chi Minh City Party Committee worked with the Party Committees of the wards: Di An, Sai Gon, Ben Thanh, Tan Dinh, Cau Ong Lanh, on the preparation and organization of the Ward Party Congress for the 2025-2030 term.
Concluding the meeting, Comrade Nguyen Van Duoc highly appreciated the preparation work for the congress, as well as the direction of solving work for the people according to the 2-level local government model of the wards. The results received positive reviews from the people.

The comrade requested the wards to focus on careful preparation and successfully organize the Party Congress for the 2025-2030 term. The Congress documents must leave an impression, identify a breakthrough program, with focus and key points, suitable for the locality; identify resources, and have specific solutions to help the locality develop. The comrade highly appreciated Saigon ward for boldly proposing a breakthrough program and identifying solutions and resources for implementation.
Emphasizing administrative reform under the motto of "pleasing visitors and satisfying visitors", comrade Nguyen Van Duoc requested that wards focus on investing in equipment and human resources to serve at the Public Administration Service Center; and handle the situation of "brokers making documents". Party Secretaries and Chairmen of People's Committees of wards need to pay attention to propaganda and education on public ethics and service attitude of cadres and civil servants, maintaining a positive image in the hearts of the people.
Previously, ward leaders informed that the operation of local government at two levels was basically smooth. Localities have determined the time to hold the Ward Party Congress and identified the development goals and programs for the next 5 years, and are collecting opinions from people, experts, and organizations to complete the congress documents.
Localities made a number of recommendations related to infrastructure, headquarters; resolving policies and regimes for cadres, civil servants, and part-time workers; and the staffing of information technology civil servants...

Secretary of the Party Committee of Saigon Ward Nguyen Tan Phat said that Saigon Ward aims to become a free trade center of the Ho Chi Minh City area in the core of the super urban area, in line with the trend of international financial centers that must have free trade centers. The ward also aims for digital transformation, especially building smart urban management.
However, the ward leaders also raised problems and difficulties such as the computer system, equipment for searching and digitizing records are not synchronized, affecting the efficiency of service implementation and people's experience when handling administrative procedures. Some administrative procedures are not synchronized in terms of procedural processes, and the work of notarization and certification has increased 2-3 times compared to before. " There are cases where up to 1,000 copies are not notarized, while the CCCD already has an electronic chip. A Vice Chairman of the People's Committee of Saigon Ward sat for 2 hours just to sign a notarized copy in this case," said the Secretary of the Party Committee of Saigon Ward.

From the above difficulties, Saigon Ward proposed that the city should soon support the wards with computer systems and equipment for work. Propose that the Ho Chi Minh City People's Committee propose that the Government direct ministries and branches to quickly rectify and request units to review documents that have been and are being required for people to confirm unnecessarily.

Meanwhile, Secretary of the Ben Thanh Ward Party Committee Hoang Thi To Nga raised difficulties in working conditions for ward officials because the current headquarters is relatively small. The ward also does not have an IT officer. Ben Thanh Ward proposed investing more in infrastructure, upgrading the headquarters; and arranging IT officers to support the ward's operations in the coming time.
