Comrade Pham Minh Doan , member of the Communist Party of Vietnam, born on February 24, 1945, in Vinh Long commune, Vinh Loc district, Thanh Hoa province. Permanent residence at No. 36, Tran Oanh street, Truong Thi ward, Thanh Hoa city; former Deputy Secretary of Thanh Hoa Provincial Party Committee, former Chairman of Thanh Hoa Provincial People's Committee; former member of the Executive Committee of Thanh Hoa Provincial Party Committee (term XIII, XIV, XV); former Director of Thanh Hoa Department of Trade; former Director of Thanh Hoa Tax Department; former Deputy Director of Thanh Hoa Department of Finance.
