At 7:00 a.m. on July 31, the upstream water level of Thac Ba Lake was at 55.93 m, the downstream water level was 24.5 m, the flow to the lake was 292 m3 /s, and the total flow to the downstream was 503 m3 /s.
Implementing the Inter-reservoir Operation Procedure on the Red River Basin issued in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister and related documents, the Minister of Agriculture and Rural Development requested Thac Ba Hydropower Joint Stock Company to close 2 spillway gates (No. 1 and No. 3) at 4:00 p.m. on July 31. At the same time, the organization must monitor the development of rain and floods, water flow to the reservoir, water levels upstream and downstream of the reservoir to promptly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Natural Disaster Prevention and Control) and relevant agencies as prescribed.
To ensure safety for constructions and riverside activities, the Ministry of Agriculture and Environment has issued Official Dispatch No. 4946/BNNMT-DD to the People's Committees of Lao Cai, Tuyen Quang, Phu Tho provinces and Hanoi city requesting notification to local authorities, people, and organizations operating on and along the river to promptly have appropriate response plans.
