On September 25, Acting Chairman of the Provincial People's Committee Vo Tan Duc and leaders of departments, branches and localities received and worked with the working delegation of the Ministry of Transport led by Deputy Minister Le Anh Tuan on the progress of the Bien Hoa - Vung Tau expressway project phase 1.

Event - Dong Nai: Bien Hoa - Vung Tau Expressway Project Has Not Met Progress

According to the Ministry of Transport, the Bien Hoa - Vung Tau expressway project is a national key project.

However, up to now, the progress of site clearance and investment capital disbursement is still slow. The whole project has 5 construction packages, but one package has not yet completed the contractor selection.

Regarding site clearance, localities have completed the handover of nearly 27% of the area, mainly concentrated in component project 3 in Ba Ria - Vung Tau province (nearly 80%). Particularly, component projects 1 and 2 in Dong Nai province have a small area of land handed over.

Regarding capital disbursement, of the total capital of more than 5.1 trillion VND allocated for 2023, only more than 2.7 trillion VND has been disbursed, reaching about 52% of the capital plan.

According to Deputy Minister of Transport Le Anh Tuan, the biggest concern now is that of the total capital allocated for 2023, about 3.5 trillion VND belongs to the socio-economic recovery and development program.

This is a source of capital that is only disbursed until the end of 2023 and needs to be disbursed soon, to ensure time as well as create momentum for economic and social development.

At the meeting, the acting Chairman of the Provincial People's Committee also proposed solutions to the Ministry of Transport to speed up the project's progress.

Accordingly, it is recommended that the Ministry of Transport consult with the Government and the National Assembly to allow the province to use the remaining resettlement land lots of the Long Thanh International Airport project to arrange resettlement for the Bien Hoa - Vung Tau expressway project.

Overview of the working session

The Ministry of Transport has advised the Government to consider and approve the adjustment of the security and defense land plan related to the area of Reformatory School No. 4 so that the Ministry of Public Security can soon hand over the land to the project as well as direct the State Capital Management Committee, the Vietnam Rubber Group and related units to speed up the procedures for handing over the site for the project.

The Ministry of Transport proposed that the Ministry of Natural Resources and Environment allow the extension of the special mechanism in the exploitation of minerals for common construction materials until the end of 2024, in order to provide materials for the project construction process.

At the same time, review the documents and promptly approve the conversion of about 40 hectares of rice fields to build a resettlement area in Phuoc Tan ward, Bien Hoa city, and arrange resettlement for people.
