On the afternoon of July 31, at a working session on the project's progress, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai requested relevant departments, branches and localities to urgently complete necessary procedures to soon start construction.

The Tan Phu – Bao Loc Expressway Project is 65.88km long, with a total investment of VND18,002 billion, implemented in the form of public-private partnership (PPP), of which 54km passes through Lam Dong province. The project is managed by the People's Committee of Lam Dong province as the competent state agency. This expressway will connect with the Dau Giay – Tan Phu Expressway ( Dong Nai ) and end at Nguyen Van Cu Street (Ward 1 Bao Loc, Lam Dong province), which is expected to reduce the load on National Highway 20, especially through the Bao Loc pass area.

However, the project has only completed the selection of a consulting contractor to prepare bidding documents, evaluate documents and sign a consulting contract. Capital allocation is also facing difficulties, although 2,169 billion VND has been allocated for 2025 but has not been able to disburse.
The total state capital participating in the project is about 6,500 billion VND (36.11%), including 2,000 billion VND from the central budget and 4,500 billion VND from the local budget. The remaining part of about 11,502 billion VND (63.89%) is arranged by the investor.

At the meeting, Mr. Le Quynh Mai, Vice Chairman of the Board of Directors of Deo Ca Group Joint Stock Company - the proposed investor - proposed to adjust the state capital ratio to shorten the payback period to less than 20 years, and proposed to apply the form of designated bidding.

It is known that the investor (proposer) of the project has completed temporary stake placement in Lam Dong province (priority is given to stake placement in areas passing through people's land, not yet stake placement in areas passing through forests) and handed over to the localities where the project passes for management. Regarding concrete stakes, the investor has located 1,058 out of a total of 2,589 stake locations for site clearance, reaching 41%.
In addition, according to the Department of Construction of Lam Dong province, currently, the Lam Dong Provincial Transport Project Management Board (formerly) has been merged according to Decision No. 1518/QD-UBND dated June 30, 2025 of the Lam Dong Provincial People's Committee, and has not yet had a decision on appointing personnel and a seal. Therefore, the following procedures such as submitting bidding documents, posting bidding documents... to carry out the bidding work to select investors have not yet been implemented.
According to plan, if the obstacles are resolved, the project is expected to be completed and put into operation in the fourth quarter of 2027.
