In Thanh Hoa, Thanh Hoa Electricity Company has synchronously deployed DSM/DR programs with active participation from businesses. With the DSM program, 253 large local customers have participated in shifting production time to off-peak hours. In June 2025 alone - a time of intense heat, the program successfully shifted more than 115MW of load, equivalent to the capacity of an average power plant. Notably, most businesses have complied with their capacity commitments, demonstrating seriousness and responsibility in cooperation with the electricity industry.
For the DR program, 264 customers have signed up with a total capacity of nearly 229 MW. Although no adjustments have been made this year, this readiness enhances the flexibility of the provincial power system.
According to Thanh Hoa Electricity Company, enterprises proactively adjusting load helps reduce system pressure, limit local overload, stabilize frequency and voltage, and avoid having to mobilize high-cost power sources. In addition, it reduces dependence on high-cost power sources, especially in the context of high electricity demand during hot seasons or special times. In particular, enterprises' cooperation in adjusting load also helps reduce greenhouse gas emissions, aiming at the goal of efficient energy use and sustainable development.
Mr. Hoang Hai, Director of Thanh Hoa Electricity Company, emphasized: "The companionship of enterprises not only helps the electricity industry operate more effectively but also brings practical benefits to the production units themselves, especially in the context of promoting efficient energy use and green transformation".
Many businesses appreciate the DSM/DR program because it helps optimize load patterns and reduce electricity costs without disrupting production. This is also an opportunity for businesses to demonstrate their commitment to sustainable development according to ESG criteria, which are increasingly gaining attention in the international market.
Thanh Hoa is currently the leading locality in the country in terms of cement output, with a total designed capacity of 24.4 million tons/year. This is also a large electricity consuming industry, operating continuously, with high load. However, all 4 major cement enterprises in the area have proactively participated in DSM/DR programs as recommended by the electricity industry. Being ready to shift load and optimize operating time not only helps reduce costs but also demonstrates the commitment of the cement industry to the goal of ensuring energy security and sustainable development.
At Long Son Cement Company, during the peak electricity season from April to July, the company proactively adjusted its operating schedule, limiting the use of non-essential equipment during peak hours such as 9:30 - 11:30 and 17:00 - 20:00. Thanks to that, electricity costs were reduced by 15 - 20%.
"Participating in the DSM program helps us proactively adjust our production plans according to off-peak hours, thereby significantly saving electricity costs. Coordination with the electricity industry is very flexible, does not cause production interruptions but also raises awareness of the technical department about efficient electricity use. We consider this part of our green development strategy, towards ESG standards and a sustainable export market," said Mr. Truong Van Loi, Director of Long Son Cement Company.
From the initial effectiveness and large development space of the DSM/DR program, Thanh Hoa Electricity Company is building a long-term strategy to improve the effectiveness of program implementation. Accordingly, in terms of policy and advocacy, the electricity sector continues to closely follow EVN's direction, closely coordinate with the Provincial People's Committee and relevant departments and branches to call on businesses and industrial parks to actively participate. Working directly with business associations and industrial parks will help increase dissemination and build trust. In terms of communication and training, the electricity sector periodically organizes seminars and training courses to raise awareness and practical skills of DSM/DR for technical and management teams of major customers.
A notable highlight is the application of technology, with 100% of large customers in Thanh Hoa having installed electronic meters and automatic remote measurement, helping the electricity industry to monitor the load in real time. On the DRMS platform - an intelligent load adjustment management system, the electricity industry can analyze, forecast and warn customers of unusual situations early, helping both sides to proactively plan operations.
