Recently, the Government Office issued a notice of the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the compensation, support, and resettlement (land clearance) project for the high-speed railway on the North-South axis.
Accordingly, the Government acknowledged the efforts of the Ministry of Construction, ministries, branches, localities, agencies and units in investment preparation, planning review, preliminary design, determination of land use needs and site clearance plan for the North-South high-speed railway project; in which, commended the positivity and proactiveness of 5 localities (formerly Binh Thuan, former Phu Yen , Ha Tinh, Thanh Hoa and former Ninh Binh) and Vietnam Electricity Group.
According to the leader of the Ha Tinh Department of Construction, the high-speed railway project on the North-South axis through Ha Tinh is about 103.42 km long, passing through 18 communes and 5 wards.
Preliminary statistics show that Ha Tinh must reclaim and compensate for nearly 765 hectares of land of all kinds, of which about 84.3446 hectares are residential land. The province plans to build 35 resettlement areas to relocate 1,314 households.
Regarding the proposal to pre-select a resettlement area location to complete the procedures and meet the conditions for the groundbreaking ceremony on August 19 as requested by the Government, after checking, reviewing and comparing with related planning, the Department of Construction agreed to propose selecting a location at Lien Vinh Residential Area, Ha Huy Tap Ward, Ha Tinh Province.
This resettlement area is expected to be about 6 hectares in size, the current land use is mainly public land managed by the locality, so the construction progress will be accelerated.
For the remaining resettlement areas, localities where the project passes through must urgently coordinate with relevant departments and branches to complete necessary procedures, start construction before October 2025; complete construction before June 30, 2026 to relocate affected households and in December 2026, basically complete project site clearance work according to Resolution No. 106/NQ-CP dated April 23, 2025 of the Government.
The Provincial Party Standing Committee has issued a decision to establish a Steering Committee and a Working Group to assist the Steering Committee in site clearance for the North-South high-speed railway project through Ha Tinh province.
Accordingly, the Steering Committee is headed by the Secretary of the Provincial Party Committee, the Chairman of the Provincial People's Committee as the Standing Deputy Head, and the Vice Chairmen of the Provincial People's Committee as Deputy Heads. The members are leaders of departments, branches, and sectors; Party secretaries of communes and wards where the project passes through; Deputy Director of the Railway Project Management Board (Ministry of Construction) in charge of the high-speed railway project on the North-South axis through Ha Tinh.
The Working Group consists of 18 members, including the Vice Chairman of the Provincial People's Committee in charge of the field of traffic and construction - Deputy Head of the Steering Committee and Head of the Working Group; leaders of relevant departments, branches and sectors; Vice Chairmen of the People's Committee in charge of the field of traffic and construction of communes and wards where the project passes through; representatives of the Railway Project Management Board...
