Online conference on draft Decree regulating land use fees and land rents

On May 20, Deputy Prime Minister Tran Hong Ha chaired an online conference on the draft Decree regulating land use fees and land rents. Attending at the Ninh Thuan provincial bridge were comrade Le Huyen, Vice Chairman of the Provincial People's Committee and leaders of a number of departments and branches.

The 2024 Land Law, passed by the 15th National Assembly at the 5th Extraordinary Session on January 18, 2024, has changed contents related to land finance and assigned the Government to specify in detail a number of contents on land finance. These include contents on land use fees and land rent (in Clause 2, Article 30, Clause 3, Article 153, Clause 5, Article 155, Clause 3, Article 156, Clause 4, Article 157, Point d, Clause 2, Article 257). In implementing the plan to implement the Land Law, the Ministry of Finance has presided over and coordinated with relevant ministries, central agencies and localities to draft a Government Decree regulating land use fees and land rent. Accordingly, the draft Decree regulating land use fees and land rent consists of 5 chapters and 54 articles. In which, Chapter I includes 2 articles regulating the scope of regulation and applicable subjects; Chapter II includes 20 articles regulating the calculation, collection and payment of land use fees; Chapter III includes 21 articles regulating the calculation, collection and payment of land rent; Chapter IV includes 6 articles regulating the responsibilities of agencies and land users; Chapter V includes 5 articles regulating the implementation provisions.

Comrade Le Huyen, Vice Chairman of the Provincial People's Committee attended the conference at the Ninh Thuan province bridge.

At the conference, delegates contributed many opinions to clarify the following contents: Method of calculating land use fees and land rent when changing detailed planning without changing land allocation and land lease decisions; considering the Government's flexibility in land prices and land leases; principles of exemption and reduction of land use fees and land rents; The Decree needs to anticipate major fluctuations in the economy and needs to thoroughly resolve practical problems to ensure consistency and synchronization with related draft decrees...

Concluding the conference, Deputy Prime Minister Tran Hong Ha acknowledged the proactiveness and efforts of ministries, branches and localities in coordinating to participate in developing the contents of the draft Decree as well as the enthusiastic and responsible contributions at the meeting. He requested ministries and branches to coordinate with the Ministry of Finance to study and soon have a plan to supplement and complete the contents of the draft Decree on land use fees and land rents to ensure the right time and regulations.
