Slow clearance of land for the longest sea-crossing bridge in Central Vietnam

TPO - The Thuan An seaport overpass in Hue City was completed at the end of April, but the southern approach road of the project, which is more than 2km long, has not been able to be constructed simultaneously to ensure progress due to site clearance problems.

The Thuan An seaport overpass project and the coastal road of Hue City started construction at the end of March 2022, with a total length of more than 7.7km, of which the seaport overpass is about 2.36km long and the approach road is more than 5.3km. This is the longest seaport overpass in the Central region, designed with 4 lanes for motor vehicles and 2 lanes for non-motor vehicles, connecting coastal routes, serving the development of infrastructure - tourism - coastal urban areas of Hue City.

The project has a total investment of more than 2,400 billion VND, of which the construction and installation part accounts for more than 2,088 billion VND, invested by the Hue City Traffic Construction Investment Project Management Board. After more than 40 months of implementation, the seaport overpass was closed at the end of April.

However, the southern approach road of the bridge, which is more than 2 km long, has not been able to be constructed synchronously because the site clearance work has not been completed. According to the reporter's records, up to now, the approach road of the Thuan An seaport overpass project (in Thuan An ward) has only been handed over about 500m of the site to the construction unit.

This is the land in the recovered map sheet No. 2, within the scope of pier M2 of the bridge. The remaining 1.6km long part, scattered on map sheets No. 3, 4 and 5, is still unable to be constructed according to plan because there are still 167 households that have not yet handed over the land. Of these, 130 cases have had their compensation plans approved, while 37 households are waiting for the completion of the land origin assessment for approval.

According to the leader of the Hue City Traffic Construction Investment Project Management Board - the investor's representative, the project is expected to reclaim a total of more than 317,000 square meters of land. The area south of the seaport overpass alone affects 4.1 hectares of protective forest land, 300 graves, and houses and structures of 229 households; of which, 120 households must be resettled.

The problem that needs to be focused on now is that the site handover for the construction of the access road is in a "sparse" state, not continuous, causing the contractor to only be able to carry out demolition in sections, unable to simultaneously organize construction on the entire route. This reality hinders the progress of completing the access road - an essential component of the project, to put the project into operation on time.

The representative of the road construction unit said that the unit has received the 600m section from pier M2 but there is still 1 household that has not handed over the land. The next 500m section to the Hoang Sa intersection has approved compensation for 67 households, the remaining 2 households are stuck with legal procedures.

Recently, Mr. Hoang Hai Minh - Vice Chairman of Hue City People's Committee - directly inspected the construction site and the area where the land clearance was implemented for the southern approach road of Thuan An seaport overpass.

At the meeting, Mr. Hoang Hai Minh affirmed that without a clean site, the construction progress cannot be accelerated, affecting the entire project. Relevant units need to urgently complete legal documents, especially at key locations, to promptly hand over the site.

The Vice Chairman of Hue City requested the establishment of a land clearance mobilization team, including leaders of Thuan An Ward People's Committee, police, Fatherland Front, residential groups and ward organizations... to directly meet and persuade people to dismantle and relocate their houses according to regulations; direct work on holidays to speed up the completion of documents, approval of compensation plans, and resettlement support. The immediate goal is that this July, most households will receive compensation; the rest will hand over the land in early August, in time for asphalt paving and technical traffic opening of Thuan An Bridge on September 2.

Faced with the above-mentioned delays, the Hue City Traffic Construction Investment Project Management Board has requested the Area 1 Traffic Construction Investment Project Management Board (the unit responsible for site clearance) and the People's Committee of Thuan An Ward to closely coordinate to carry out site clearance work, promptly complete the approval of documents, pay compensation and arrange resettlement for people. The handover of the entire route must be completed no later than August 2025 to speed up construction, ensuring the project is completed before December 31, 2025 as directed by the Hue City People's Committee.
