Sputnik news agency quoted Foreign Minister Araghchi as saying that Tehran wants to develop balanced relations with all countries.

"When I name (some countries) as priorities, it means that all of them are on the agenda and we will promote cooperation with all of them," Araghchi said on Iranian television.

Explaining that Tehran seeks global and balanced diplomacy with all countries, he pointed out that these are neighbors, countries with developing economies, regional organizations such as the Shanghai Cooperation Organization (SCO), the BRICS Group of the world's leading emerging economies.

With Russia and China, according to the head of Iran's foreign ministry, they are "friends" with whom Tehran "hopes to establish closer relations."

Asked whether Iran cares who wins the US presidential election, Foreign Minister Araghchi stressed that it does not matter whether a particular person is in power in another country, as Tehran acts "based on its own interests".

Regarding relations with Europe, according to Mr. Araghchi, the continent cannot expect Iran to unilaterally recognize security issues but must also understand Tehran's concerns.

"The Ukraine issue complicates Iran's relations with Europe... What is happening in Ukraine and the Europeans' sense of threat from Russia creates new problems and complications in relations with Tehran. We have to overcome this," he added.

According to him, holding appropriate and mutually respectful negotiations between Iran and European countries helps to clear up some misunderstandings and discuss the concerns of both sides.

Iran's foreign minister described such talks as "a two-way street", stressing that Iran was ready for this solution.

On September 10, Germany, Britain and France imposed new sanctions on Iran, including canceling bilateral air services agreements, over Tehran’s alleged transfer of ballistic missiles to Russia. Mr. Araghchi insisted that these allegations were false.
