Preferential loans under Decree No. 28/2022/ND-CP: Leverage to help poor households 'settle down'

(GLO)- After more than 3 years of implementing Decree No. 28/2022/ND-CP of the Government, Chu Prong Social Policy Bank (Gia Lai province) has helped hundreds of poor households "settle down and make a living".

The family of Mr. Rơ Lan Tuin (Jrai ethnic group, in Ó village, Ia Pia commune) is considered poor. He and his wife do not have stable jobs, their life is difficult, so they cannot save money to build a house. For many years, the family of 5 has had to live in a temporary house of less than 30 square meters.

In December 2024, with advice from the Savings and Loan Group of O village, Mr. Tuin boldly borrowed 40 million VND according to Decree No. 28/2022/ND-CP, with an interest rate of 3%/year for 15 years. In addition, the State supported an additional 50 million VND, and villagers helped with additional working days. Thanks to that, by March 2025, his family had completed a spacious and solid house.

Mr. Tuin shared: “Thanks to preferential loans, my family has been able to build a solid house and gradually stabilize our lives. Now that we have a house, my wife and I will try to do business and borrow more policy capital to develop livestock farming.”

Chairman of Ia Pia Commune People's Committee Nguyen Kien Cuong said: In the past time, the local government has closely coordinated with the Bank for Social Policies to effectively implement the program. Up to now, 63 poor households in the area have been able to borrow nearly 2.5 billion VND and combined with support capital from national target programs, helping many households build spacious houses, meeting the "3 hard" standards, helping the commune gradually complete the housing criteria in new rural construction.

Ia Tor Commune has more than 90% of the population being Jrai and Bahnar people, people's lives still face many difficulties. From 2022 to now, Chu Prong Social Policy Bank has coordinated with local authorities to focus on reviewing and promptly supporting households that meet the conditions under Decree No. 28/2022/ND-CP. Thanks to that, 68 poor households have been able to borrow VND 2.47 billion to build houses.

Previously, the family of Mr. Kpuih Tuot (Jrai ethnic group, Blu village) lived in a temporary wooden house, less than 30 square meters in area, at risk of collapsing at any time. In 2022, thanks to a loan of 40 million VND from the Chu Prong Social Policy Bank and support from relatives with additional working days, his family was able to build a new house.

“Having a house like this is something my family never dared to think of. Before, my wife and I had to take our children to the neighbor's house to seek temporary shelter whenever it rained heavily. Now it's different, the house has brick walls and a sturdy corrugated iron roof, no longer afraid of wind and rain. Thanks to the attention of the Party and State, and the support of the Bank for Social Policies, my family has the opportunity to change our lives. I will try to work hard to pay off the debt on time and send my children to school,” Mr. Tuot said emotionally.

Mr. Pham The Tuan, Director of the Chu Prong Social Policy Bank Transaction Office, said: After Decree No. 28/2022/ND-CP was issued, the unit coordinated with the People's Committees of communes to review and make a list of people in need of loans. When capital was allocated, the unit disbursed promptly and to the right subjects. To date, the total outstanding debt of the program is more than 13.2 billion VND with more than 330 households borrowing from Bau Can, Ia Boong, Ia Lau, Ia Mo communes... to build and repair houses.

“To effectively promote capital resources, in the coming time, the Chu Prong Social Policy Bank Transaction Office will continue to coordinate with entrusted socio -political organizations to step up inspection and supervision of post-loan capital use, ensuring that households use capital transparently and for the right purposes. We will actively implement other preferential credit programs to create a comprehensive support chain for the poor. From there, it will help households not only have stable housing, but also have the conditions to increase their income, moving towards sustainable poverty reduction,” Mr. Tuan emphasized.
