The conclusion stated:
At the meeting on August 1, 2025, after listening to and commenting on the report of the Central Organizing Committee on the situation and results after 1 month of implementing the 2-level local government model from July 1-31, 2025 (Report No. 428-BC/BTCTW, dated July 31, 2025) and the Central Inspection Committee 's monitoring report on this issue, the Politburo and the Secretariat concluded as follows:
1. Basically agree with the contents, proposals and recommendations stated in the Report of the Central Organizing Committee on the situation and results after 1 month of implementing the 2-level local government model from July 1 to July 31, 2025 and the Supervision Report of the Central Inspection Committee on this issue.
The Politburo and the Secretariat continue to acknowledge and commend Party committees at all levels, Party organizations, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Ministry of Home Affairs , central ministries, branches, localities, especially the communal-level cadres and volunteer forces, union members, youth, students, etc., who have been very active, proactive, and made efforts, upholding the sense of responsibility; promptly guiding, removing, and overcoming many difficulties and obstacles in the practical implementation of the two-level local government model, ensuring smooth and effective operations.
2. Requesting Party committees and organizations from the central to local levels to continue to thoroughly grasp and effectively implement relevant resolutions, conclusions, programs and work plans, ensuring that local governments at two levels continue to operate stably and smoothly, serving people and businesses better and better; at the same time, promoting socio-economic development, and organizing Party congresses at all levels well according to plan.
Party committees, party organizations, agencies and units must seriously and timely implement the assigned tasks; focus on effectively and promptly overcoming the shortcomings and limitations mentioned in the Central Inspection Commission's Supervision Report. Agencies, units and localities must be proactive and creative in organizing and implementing according to their assigned functions and tasks, without waiting or relying on superiors.
3. Assign the Government Party Committee to continue to resolutely and effectively lead and direct the review and improvement of institutions; amend and supplement legal regulations related to the organization and operation of two-level local governments; perfect the organizational apparatus, build human resources, arrange and train appropriate staff, civil servants and public employees; promote decentralization and delegation of power; innovate the financial budget allocation structure for local governments at all levels, arrange budgets, fully equip facilities, working conditions and means, etc. to ensure that the new model continues to be implemented smoothly and effectively (to be completed before August 31, 2025).
Direct agencies to review and evaluate the results of 2 months of implementing decentralization and delegation of power to local authorities, especially tasks decentralized to commune level, promptly adjust and supplement accordingly and ensure conditions for effective implementation.
Leadership and direction: (1) The Ministry of Home Affairs coordinates with relevant ministries and branches to: (i) Urgently continue to organize training and professional development for commune-level civil servants and public employees; develop a set of tools to evaluate work efficiency, as a measure of the quality of civil servants and public employees (to be completed before August 31, 2025). (ii) Research, promulgate or propose competent authorities to promulgate regulations on regimes and policies, ensuring the correlation between cadres and public employees affected by the reorganization of the apparatus such as: Cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic, or dangerous jobs or have worked for 15 years or more in areas with particularly difficult socio-economic conditions and have reached retirement age; cadres at commune level or higher who are enjoying pensions, disability benefits, and sick soldiers' benefits; Workers working at Associations assigned by the Party and State at provincial and district levels; full-time trade union officials working under labor contracts (receiving salaries and allowances from trade union funds) (to be completed before August 31, 2025).
(2) The Ministry of Justice urgently completes the review, synthesis, and consultation with ministries and branches to propose solutions to improve the law, especially some provisions between laws, decrees, and circulars on decentralization, delegation of power, and division of authority when organizing a 2-level local government model that are still contradictory, overlapping, not ensuring consistency, or not specific and clear enough for localities to implement (to be completed before August 31, 2025).
4. Assign ministries, departments, branches and localities: (1) Urgently complete the tasks stated in Plan No. 56-KH/BCĐ, dated July 4, 2025 of the Central Steering Committee on summarizing Resolution 18 and Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation. (2) Direct the handling and settlement of policies and regimes for cadres and civil servants affected by the organizational structure arrangement before August 31, 2025; after this date, it will end. (3) Seriously implement the continued review, full investment and more drastic solutions for necessary conditions, especially digital signatures, digital certificates, and personnel supporting the digitization of "correct-sufficient-clean-alive" data; The ability to share and reuse digital data in a synchronized and interconnected manner; application software providing public services and operational software (civil status, land, business registration, tax, etc.) to effectively operate the Commune-level Public Administration Service Center.
5. Request provincial and municipal Party Committees to continue to urgently strengthen capacity at the commune level (ensuring both quantity and quality), perfecting personnel work for vacant positions; proactively reviewing to arrange and transfer staff between communes and wards to suit practical tasks, ensuring the right person, right job, right expertise and profession; directing the organization of party congresses at the direct superior level of grassroots party organizations, party congresses at the commune level on schedule, ensuring quality (all of these tasks must be completed before August 31, 2025).
Preside over and coordinate with central departments, ministries and branches to deploy training and capacity building for cadres and civil servants at all levels; especially on socio-economic development in the new situation, modern administrative management skills, application of information technology, administrative communication... People's Committees of provinces and cities urgently complete the promulgation of regulations on functions, tasks, and organizational structure of specialized agencies at provincial and communal levels according to the new model, ensuring clear people, clear work, no overlap or omission of functions and tasks.
6. Assign the Party Committees, Provincial Party Committees, City Party Committees directly under the Central Committee, Central Party agencies and committees and relevant agencies on the basis of the draft amendments and supplements to Regulation No. 89-QD/TW, dated August 4, 2017 on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels; Regulation No. 214-QD/TW, dated January 2, 2020 on the framework of standards for titles and criteria for evaluating cadres under the management of the Party Central Committee, the Politburo, and the Secretariat and Regulation No. 124-QD/TW, dated October 4, 2023 on annual review, assessment, and classification of quality for collectives and individuals in the political system, are responsible for proposing the development and concretization of standards for cadre titles and criteria for evaluating cadres, especially criteria for evaluating cadres under the management of the Politburo and the Secretariat, which are highly quantitative, close to reality, and comprehensively reflect political qualities, ethics, lifestyle, management and executive capacity, and results of task performance associated with progress, efficiency, and quality of specific work products in accordance with the characteristics of the industry, field, functions, and tasks according to decentralization to report to the Politburo for consideration and promulgation.
The Central Organizing Committee urgently completes the revision and supplementation of regulations on personnel work to submit to the Politburo and the Secretariat for consideration and promulgation on schedule so that agencies and organizations in the political system can implement them synchronously and uniformly.
7. Assign the Party Committee of the Vietnam Fatherland Front and Central mass organizations to lead, direct the research and promulgate, according to their authority, the following documents: (i) Guidance on the mechanism for direction and coordination between the Vietnam Fatherland Front and socio-political organizations at the provincial and communal levels. (ii) Guidance on the working regulations of the Vietnam Fatherland Front Committee at the provincial and communal levels according to the new organizational model. (iii) Guidance on financial management and funds of socio-political organizations at the provincial level, especially the finances and assets of the trade union system (to be completed before August 31, 2025).
8. Assign the Central Inspection Committee to direct inspection committees at all levels to continue to strengthen inspection and supervision of the situation and results of task implementation and contents according to resolutions, conclusions and directions of the Central Committee, Politburo and Secretariat on reorganizing the apparatus and operating the 2-level local government model to ensure efficiency and smoothness.
9. The Politburo and the Secretariat will meet once a month to discuss and evaluate the situation and results of the implementation of directives and conclusions of the Politburo and the Secretariat. The Central Organizing Committee shall preside over and coordinate with the Government Party Committee, central agencies and localities to prepare reports on the organization and operation of the political system and the operation of the two-level local government model; the Government Party Committee, central agencies and localities shall send reports to the Central Organizing Committee no later than the 25th of each month.
