On August 4, Lao Cai Provincial Police announced that the Lao Cai Provincial Police Investigation Agency is investigating a case of Violating regulations on research, exploration, and exploitation of natural resources; money laundering and abuse of position and power while performing official duties, occurring in Village 2 (Dong Tuyen Commune, Lao Cai City), Lao Cai Provincial People's Committee and related agencies and units, according to the decision to merge criminal cases No. 02/QD-CSKT dated July 3 of the Lao Cai Provincial Police Investigation Agency.
Mr. Le Ngoc Duong, Chairman of Muong Khuong District People's Committee, was prosecuted and temporarily detained by Lao Cai Provincial Police.

Based on the investigation results, on August 4, the Investigation Police Agency of Lao Cai Province Police issued decisions to prosecute, arrest and search the residence and workplace of Mr. Le Ngoc Duong (54 years old), former Head of the Mineral Management Department, former Deputy Director of the Department of Natural Resources and Environment of Lao Cai Province, currently Chairman of the People's Committee of Muong Khuong District.
According to the Investigation Police Agency of Lao Cai Province Police, Mr. Le Ngoc Duong was prosecuted and temporarily detained to investigate the crime of taking advantage of position and power while performing official duties, according to the provisions of Clause 3, Article 281 of the 1999 Penal Code.
The above decisions and orders have been approved by the Lao Cai Provincial People's Procuracy. The Lao Cai Provincial Police Investigation Agency is coordinating with the Lao Cai Provincial People's Procuracy to conduct an investigation to handle the case in accordance with the law.
Regarding the case of Violating regulations on research, exploration and exploitation of natural resources occurring in village 2 (Dong Tuyen commune, Lao Cai city), on May 18, the Investigation Police Agency of Lao Cai Provincial Police issued a decision to prosecute and temporarily detain Mr. Nguyen Van Vinh, former Secretary of Lao Cai Provincial Party Committee, to investigate the crime of "abusing position and power while performing official duties", stipulated in Clause 3, Article 281 of the Penal Code.
With the same crime, the Investigation Police Agency, Lao Cai Provincial Police also prosecuted and temporarily detained Mr. Doan Van Huong, former Deputy Secretary of Lao Cai Provincial Party Committee, former Chairman of Lao Cai Provincial People's Committee.
