To "reach the finish line" requires high determination
According to the approved list, Thanh Hoa province has 14,780 households in need of support to eliminate temporary and dilapidated houses. To soon complete the goal of eliminating temporary and dilapidated houses, the province has supported each household with at least 80 million VND to build a new house, 40 million VND to repair the house, higher than the Central regulations (60 million VND/new house, 30 million VND/repaired house).
According to Ms. Vu Thi Huong, Director of Thanh Hoa Department of Ethnic Minorities and Religions, the increase in support level is aimed at motivating disadvantaged households. In reality, there are still many households that are supported to remove temporary and dilapidated houses, but do not have the ability to respond.
With the active participation of all levels and sectors, Thanh Hoa province has so far completed and handed over "3-hard" houses to 14,047 households. However, the whole province still has more than 730 houses under construction, mainly in mountainous areas.
One of the difficulties of Thanh Hoa province in "reaching the finish line" of eliminating temporary and dilapidated houses is providing support to households in areas at high risk of natural disasters. These are households subject to mixed resettlement under the Project on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of Thanh Hoa province in the period of 2021 - 2025 (Project 4845).
Under Project 4845, many households subject to relocation and mixed resettlement (except for adjacent resettlement and concentrated resettlement) will benefit from support policies to eliminate temporary and dilapidated houses. However, up to this point, the work of arranging mixed resettlement is still slow.
Data from the preliminary review of Project 4845 organized by the People's Committee of Thanh Hoa province on July 30, 2025 showed that the province has only arranged 233/599 households for inter-settlement, reaching a rate of 38.9%. In addition to the reason that the locality has not yet arranged land funds, most households in the disaster-affected areas have economic difficulties and are unable to mobilize counterpart funds for implementation.
For example, in Loc village, Trung Ha commune (formerly Trung Tien commune, old Quan Son district), there are 14 households living in areas with high risk of natural disasters, subject to relocation and resettlement. These are households living in temporary, simple houses, so when they move to a new place, they will receive support of 80 million VND from the Program to eliminate temporary and dilapidated houses, but not all households are eligible to build new houses after relocation.

Safety in "3 hard" houses
To complete the elimination of temporary and dilapidated houses, and more importantly, to ensure the safety of people's lives, the relocation and resettlement of households living in areas at high risk of natural disasters is a key political task of Thanh Hoa province; even when the province has "reached the finish line" in eliminating temporary and dilapidated houses.
In fact, when being relocated and supported to remove temporary houses, the beneficiaries were all safe from storms and floods. Most recently, during storm No. 3 (storm Wipha) and the floods after the storm, many households in Thanh Hoa who had just received support to remove temporary houses and dilapidated houses in Thanh Hoa province, especially in mountainous areas, were safe in "3-hard" houses.
The family of Mr. Lu Viet Ngam, born in 1968, is a poor household in Gia village, Phu Xuan commune. Previously, the whole family of 6 people lived in a temporary house by the stream. In August 2022, that simple house was also swept away by floodwaters, and his family had to build a temporary shelter at the edge of the forest.
As a beneficiary of Project 4548, Mr. Ngam's family was allocated land and supported with 80 million VND from the Program to Eliminate Temporary and Dilapidated Houses. Determined to have a place to "settle down", Mr. Ngam borrowed more money to build a spacious house facing the main road leading to the center of Gia village.
The "3-hard" houses built from "national love and compatriotism" have contributed to ensuring people's safety even during the rainy and stormy season. This is the motivation for the province to be determined to eliminate temporary and dilapidated houses throughout the province as soon as possible.
Many households in Loc village, Trung Ha commune need to relocate to ensure safety during the storm season.
At the province-wide online conference held at the end of July, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh requested localities to focus on overcoming the consequences of storm No. 3 and speed up the completion of unfinished houses. He called on local Party committees and authorities to mobilize maximum social resources - from mass organizations, communities, clans to each household to contribute to building and repairing houses for poor households, policy households and families with housing difficulties.
The goal is to completely eliminate temporary and dilapidated houses in the entire province before August 20, 2025, to ensure safe and stable living conditions for people during the rainy and stormy season, demonstrating practical concern for people's lives.
