The Ministry requires localities to review all inventoried and classified relics, ensuring that each relic has an organization or representative directly responsible for managing, protecting and looking after them. The relic management apparatus must ensure effectiveness and efficiency in order to promptly detect and handle acts of encroachment on relics. In cases where the incident is beyond their authority, localities must report to the provincial People's Committee for consideration and handling. At the same time, it is necessary to develop plans to prevent, detect early and promptly stop acts of encroachment or destruction of relics.

In addition to management work, the Ministry of Culture, Sports and Tourism emphasizes the importance of promoting propaganda and dissemination of laws related to heritage. Localities need to organize training for officials and communities on heritage conservation regulations, thereby raising awareness and consciousness of heritage protection in the community.
