The content clearly states the summoned parties (including the complex's leaders and lawyers) - defendants in a commercial business case regarding " economic contract disputes" with the plaintiff being Hai Yen Garden One Member Co., Ltd. (abbreviated as the company).
At the end of 2023, at the first instance trial, the Nam Tu Liem District Court ( Hanoi ) tried the above case and declared that the complex must be responsible for compensating the plaintiff for damages in the amount of 11.9 billion VND. When Mr. Can Van Nghia was still the director of the complex, in 2011, the company and the complex signed a business cooperation contract to invest and build the "My Dinh Commercial Service Center". However, during the cooperation process from 2011 to early 2018, the complex did not properly implement a number of terms (for example, cutting off electricity without notice), so it was sued by the partner. In the appeal hearing on May 31, if the Hanoi People's Court still upholds the content of the first instance judgment, the complex will have to compensate the above amount within the time period requested by the court.

It is worth noting that the individuals summoned in the first and second instance trials were not involved in directing the wrong implementation of the contract but had to bear the consequences from the time of their predecessor (Mr. Can Van Nghia retired at the end of 2018). Also due to violations in public asset management by the complex's leadership from 2009 to 2018, by the end of 2023, the complex owed more than VND941 billion in taxes.
In 2023, the complex will pay 70 billion VND, but it is still nothing compared to the huge debt mentioned above. In early June 2026, the tax authority will continue to have a "debt collection notice" and the bad debt will increase, possibly reaching nearly 1,000 billion VND.
