Working 11 hours/day, why is preschool teacher salary lower than high school?

(Dan Tri) - Minister of Education and Training Nguyen Kim Son responded to voters' request to pay attention to adjusting the salary coefficient of preschool teachers.


Voters in Ninh Binh province reported that the salary system for preschool teachers has many shortcomings. The working hours of preschool teachers are usually over 8 hours/day and commonly 11 hours/day, but the salary coefficient of preschool teachers is not equal to other levels in the national education system.

From the above situation, voters recommend that attention should be paid to adjusting the salary coefficient of preschool teachers like primary school teachers to ensure fairness in salary regime between different levels of education.

Responding to this content, Minister of Education and Training Nguyen Kim Son stated that the salary arrangement of preschool and general education teachers is implemented according to the Government's regulations in Decree 204 on salary regime for cadres, civil servants, public employees and armed forces.

Accordingly, the salaries of preschool and primary school teachers are classified according to the professional and technical salary scale for cadres and civil servants in state-owned enterprises.

In the civil servant job title, the college degree requirement is applied to the salary of civil servant type A0 with a starting salary coefficient of 2.10.

University degree requirement is applied to salary of type A1 civil servant with starting salary coefficient of 2.34.

Therefore, the salary of preschool teachers has no basis to be classified as the salary of general education teachers.

However, in addition to salaries paid at a lower coefficient, preschool teachers enjoy preferential allowances at a higher level than teachers at other levels.

In addition, preschool teachers also enjoy a number of policies according to Government regulations in Decree No. 105/2020, which stipulates a number of policies for preschool education development.

Regarding the issue of nurses in preschools who do not have a staffing quota and work under a contract with the school, so they are not really confident in their work, Minister Nguyen Kim Son said: The list of job positions and the number of employees working in public preschools does not have the position of "cook", instead there is only the position of cook under a labor contract.

Mr. Nguyen Kim Son said that this regulation is suitable for practice and in line with the spirit of streamlining the Party and State's payroll.

In order for contract workers to perform cooking duties with peace of mind and be committed to the school, localities need to have policies to support the costs of paying salaries, allowances, insurance, and union fees for contract employees at preschools.
