Leaders of the Ministry of Education and Training introduce new regulations on teachers' salaries

(NLDO) - The Ministry of Education and Training is advising the Government to issue regulations related to teachers' salaries.

On July 11, the Office of the President held a press conference to announce the President's Order on the Laws recently passed by the National Assembly at its 9th session. Among them, the Law on Teachers has new regulations on teachers' salaries.

At the press conference, Deputy Minister of Education and Training Pham Ngoc Thuong introduced the main contents of the Law on Teachers. Accordingly, the Law on Teachers consists of 9 chapters and 42 articles, taking effect from January 1, 2026.

The content of the Law on Teachers focuses on five major policies: Identification of teachers; Standards and titles of teachers; Recruitment, use and working regime of teachers; Training, fostering, rewarding and honoring teachers; State management of teachers.

According to Mr. Pham Ngoc Thuong, the law has stipulated income policies for teachers. In particular, teachers' salaries are ranked highest in the administrative career salary scale system.

Article 23 of the Law on Teachers stipulates that "Teachers' salaries are ranked highest in the administrative career salary scale system" and assigns the Government to specify in detail the salary policy for teachers. This is an important basis for the Government to have regulations related to teachers' salaries, ensuring the highest ranking policy.

According to Mr. Pham Ngoc Thuong, the Ministry of Education and Training is urgently developing and completing a draft Decree regulating new salary policies for teachers and retirement regimes, to be implemented for teachers with synchronous effect when the Law on Teachers comes into effect.

The Ministry of Education and Training is advising the Government to rearrange the salary table and develop appropriate salary levels for preschool, primary, secondary, university and vocational education teachers to ensure consistency in the salary table applied to groups of teachers and civil servants and other sectors and fields, as well as to ensure the living standards of teachers, helping teachers feel secure in their work and contribute to the education career.

According to the Deputy Minister of Education and Training, the Law on Teachers stipulates that teachers are entitled to additional special allowances, responsibilities, incentives, subsidies for disadvantaged areas, subsidies for inclusive education, ethnic minorities, mountainous areas, islands, etc., contributing to increasing comprehensive income.

The Law on Teachers supplements policies to support and attract high-quality personnel to work in the education sector, meeting the requirements of improving teacher quality. In addition, preschool teachers who wish to retire early can retire up to 5 years without a reduction in pension (if they have paid Social Insurance for 15 years).
