Provincial People's Committee leaders work with Bac Ai district on the National Target Program on New Rural Construction

On September 14, Comrade Le Huyen, Vice Chairman of the Provincial People's Committee, had a working session with the District Party Committee and the People's Committee of Bac Ai district to listen to the report on the implementation results and disbursement of capital for the National Target Program on New Rural Construction (NTRP) for the period 2021-2023; key tasks and solutions in the coming time. Attending the meeting were leaders of a number of relevant departments and branches.

According to local reports, with the high determination in leadership and management of Party committees, authorities, fronts and unions at all levels, along with the efforts to overcome difficulties of the people, businesses and cooperatives in the whole district, the implementation of the National Target Program on New Rural Construction has achieved many positive results. Up to now, the whole district has met 4/9 criteria on New Rural Construction at the district level. The rural appearance of the district has changed a lot, becoming more spacious, modern, bright, green and clean. In terms of capital, in 2022 and 2023, the whole district was allocated more than 16.1 billion VND in investment capital and career capital for the New Rural Program. Up to now, 8.61 billion VND has been disbursed, reaching 53.49% of the assigned plan. From allocated capital sources, the district has invested in building infrastructure, supporting capital for people to have production conditions... thereby helping the poverty rate to gradually decrease every year, people's lives are increasingly improved. Up to now, the poverty rate has decreased to 34.81%, near-poverty rate 8.78%; the rate of people participating in health insurance has reached 100%; average income per capita is over 20.3 million VND/person/year.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the efforts of the entire Bac Ai district in implementing the National Target Program on New Rural Development in the recent past. In the coming time, he requested that Bac Ai district direct the grassroots to drastically accelerate the implementation progress and disbursement of the National Target Program on New Rural Development in the area to achieve the assigned goals and targets in 2023 and the period of 2021-2025; strengthen inspection and supervision of the implementation of the National Target Program on New Rural Development in the area. Continue to promote propaganda work, raise awareness among cadres, party members and people about new rural construction; focus on directing departments, offices and communes to drastically implement with the highest sense of responsibility in implementing the National Target Program on New Rural Development in particular and the 3 National Target Programs in general so that the subjects of the programs can soon benefit and have conditions to improve their lives. Speed up the construction progress of works/projects, related contents associated with promoting capital disbursement, determined to disburse 100% of the capital plan assigned in 2023. Continue to diversify capital sources to implement the program, effectively integrate the Program's capital with the capital of the National Target Program for Sustainable Poverty Reduction and the National Target Program for Socio -economic Development in Ethnic Minority and Mountainous Areas. The comrade assigned relevant Departments and Branches to uphold the sense of responsibility in guiding, monitoring, urging and supervising the implementation of localities; at the same time, promptly resolve recommendations, problems... to speed up the implementation progress and disbursement of the capital plan of the National Target Program for New Rural Development in Bac Ai district.
