The festival is organized in two phases by the Department of Performing Arts under the direction of the Ministry of Culture, Sports and Tourism, in coordination with the Vietnam Musicians' Association, the Vietnam Dance Artists' Association, and the Departments of Culture, Sports and Tourism of provinces and cities. The first phase in Vinh Phuc province could not be held due to the impact of Typhoon Yagi.

This second phase has the participation of 24 professional music and dance troupes, both public and private; music and dance units of the armed forces; symphony, music, and dance units, both public and private, nationwide.
Accordingly, each unit will participate in 1 program or play with a duration of 60-110 minutes, in the following categories: general music and dance, Western art forms (symphony, musical, ballet, vocal drama, Broadway, opera...).
The programs, performances and plays participating in the festival have themes and content praising the country and people of Vietnam.
Many programs and works carry the cultural identity of ethnic groups and regions, demonstrating the richness and diversity of art.
The National Music and Dance Festival is not only an opportunity for artists to compete and learn from experience, but also an opportunity for audiences across the country to enjoy unique and quintessential artistic performances.
Thereby, contributing to promoting the strong development of the country's music and dance genre, while creating a cultural and artistic bridge between regions.
This is also an opportunity to introduce and promote the land, people, strengths and socio-economic development strategy of Binh Duong to audiences nationwide.
