According to the Hoa Binh Hydrometeorological Station, from 1-7am on August 5, in the areas of Da Bac district, Hoa Binh city, Luong Son there was rain with common rainfall from 40-70 mm. Rainfall measured in Doc Lap commune ( Hoa Binh city) 41.8 mm, Lam Son commune (Luong Son) 33.0 mm, Tu Ly commune (Da Bac) 45.8 mm, Da Bac town 44.0 mm.

Continuous rain causes a high risk of flash floods on small rivers and streams, especially landslides and land subsidence on steep slopes, on road embankments, areas with weak geology, and flooding of low-lying areas in districts and cities.

Hoa Binh Hydrometeorological Station forecasts the risk of landslides in Luong Son district (communes of Lam Son, Cao Son, Cao Duong, Cu Yen, Tien Son), Da Bac district (communes of Cao Son, Tu Ly, Tan Minh, Tan Pheo, Hien Luong, Dong Ruong, Yen Hoa, Trung Thanh, Doan Ket and Da Bac town), Hoa Binh city (communes of Doc Lap, Hoa Binh, Yen Mong, Hop Thinh, Hop Thanh, Quang Tien and wards of Thong Nhat, Dan Chu), Mai Chau district (communes of Dong Tan, Thanh Son, Tong Dau, Hang Kia, Pa Co).

On the morning of August 5, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control - Office of the National Committee for Incident, Disaster Response and Search and Rescue issued Official Dispatch No. 08 requesting ministries, departments, branches and localities to proactively respond to developments of heavy rain, floods, inundation, flash floods and landslides in the northern mountainous region.

Accordingly, the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT and TKCN) of localities, ministries and branches are requested to direct the mobilization of forces and means to urgently support people to overcome damage to housing and agricultural production; and quickly repair landslide-affected traffic routes.

Closely monitor developments of heavy rain, floods, inundation, flash floods, landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.

Check and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

Organize forces to control and guide traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

Direct the inspection, review, and implementation of plans to ensure the safety of mines, mines, reservoirs, and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs; arrange a permanent force to operate, regulate, and be ready to handle possible situations.

Implement measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.

The Steering Committees for Disaster Prevention and Control and Search and Rescue of localities, ministries and branches direct specialized agencies to coordinate with the media, especially the grassroots information system, to increase reporting on heavy rain, flood risks, flash floods, and landslides so that people know, proactively prevent, avoid, and minimize damage.
