Dung Quat Oil Refinery's Board of Directors, representatives of BSR and PVOIL's professional departments welcome the export of the first batches of DO oil to the Lao market.
On August 1, 2025, BSR organized the sale of 420m³ of DO oil to Lao Petroleum Company Limited (PVOIL Laos) - a member unit of Vietnam Oil Corporation (PVOIL). Information from the representative of PVOIL TRANS Central (transport unit) said that these DO oil shipments, after being received from Dung Quat Oil Refinery, will be transported through Bo Y international border gate, Quang Ngai province to be consumed in the Lao market. It is expected that the transportation to the place of consumption will take about 3 - 4 days.
Previously, BSR had discussed, worked and agreed to cooperate with Somvanchaleun Petroleum Jelly Co., Ltd and directly export DO oil to the Lao market. Specifically, on July 24 and 25, 2025, BSR exported about 315m³ of DO oil into 7 tank trucks and on July 28, 2025, the trucks completed customs clearance procedures at Na Meo border gate, Thanh Hoa province.
Sharing about this product export, Mr. Nguyen Viet Thang - General Director of BSR said: “Expanding exports to the Lao market is a strategic step, affirming BSR's flexible supply capacity and effective connection in Petrovietnam's value chain. BSR constantly optimizes its consumption portfolio, both prioritizing domestic demand and flexibly exporting when supply and demand conditions allow. BSR is committed to maintaining stable product quality, fully meeting domestic and international technical standards and environmental requirements; at the same time, ensuring absolute safety and compliance with regulations in all import - export - transportation activities. This initial success will be quickly replicated by BSR, building a sustainable market and customers in Laos and neighboring markets, thereby continuing to optimize the operation of Dung Quat Oil Refinery, increasing the company's operational efficiency".
Previously, BSR had exported a number of products abroad such as naphtha, fuel oil (FO), LPG, Propylene and Polypropylene resins along with sulfur products. Over a long period of time, the experience in organizing contracts, analyzing markets, managing price risks and operating logistics accumulated from previous deals has created an important foundation for BSR to smoothly implement the DO oil export contracts to Laos this time.

Mr. Le Trung Hung - Deputy General Director of PVOIL said: "The cooperation and coordination between BSR and PVOIL in the value chain of petroleum production and consumption has once again been demonstrated by the export of Dung Quat Oil Refinery products to the Lao market. The first batch of DO oil to Laos at this time is very important for Laos in contributing to ensuring energy security while focusing on responding to floods. Immediately upon receiving it from Dung Quat Oil Refinery, we directed PVOIL Laos and PVOIL Trans to urgently deliver it through the border gate in the shortest time to the market for safe and effective consumption."
BSR's DO export deal to Laos not only has short-term commercial significance but also long-term strategic value. Success in the cooperation trial phase will be a premise for both sides to expand output and diversify product types. From here, BSR will continue to expand the market for other products when appropriate and aim for sustainable cooperation models such as building transit points, satellite warehouses or long-term supply agreements. On a macro level, the increased presence of BSR's products in Laos also contributes to fostering the special friendship between Vietnam and Laos, promoting regional economic connectivity and making positive contributions to energy security of the two countries.
