The Mexican Congress Constitutional Commission said the agencies expected to close include: the Institute for Transparency, Access to Information and Protection of Personal Data; the Federal Telecommunications Institute and the National Competition Commission; the Social Development Policy Evaluation Commission; the National Energy Regulatory Commission; the National Hydrocarbon Commission; and the National Education Improvement Commission.

These are organizations whose functions and tasks overlap with many other agencies, making government operations more complicated while spending a large amount of budget each year to operate.

Since their inception in 1990, these agencies have spent a total of $32.3 billion, according to estimates.
