Parks and businesses were closed as four districts in Shanghai upgraded their weather warnings to the highest possible level, some subway services were disrupted, and highways were closed to traffic or imposed special speed restrictions. By early afternoon, the eye of the storm had moved from Shanghai to Jiangsu province, but rain was expected to continue in Shanghai for the rest of the day.

In addition, Reuters reported yesterday that as of September 15, the death toll from floods in Central and Eastern Europe had risen to eight, including six in Romania, one in Poland and one firefighter in Austria. Last weekend, floods damaged thousands of homes, washed away many bridges and left at least 250,000 households, mainly in the Czech Republic, without power. Thousands of people were evacuated from their homes in the Czech Republic after days of torrential rain caused rivers to burst their banks in some areas.
