Improve the quality of domestic scientific journals to international standards

At the seminar, Deputy Minister of Education and Training Nguyen Van Phuc expected the seminar to be a place to exchange experiences between scientific journals that have met Scopus standards (a bibliographic database containing abstracts and citations of scientific articles), ACI (Southeast Asia Citation System), and propose solutions to overcome difficulties to improve the quality of scientific journals that meet Scopus/ACI standards.

The Deputy Minister of Education and Training emphasized that developing domestic scientific journals to integrate with those of countries in the region and the world is an important task.

Later, scientists can publish articles in domestic journals but with international quality and standards.

According to statistics, there are currently more than 30 scientific journals affiliated with higher education institutions managed by the Ministry of Education and Training .

Recently, the Ministry of Education and Training has supported 18 journals to develop plans to meet ACI standards, and 2 journals to meet Scopus standards.

To date, the Asian Journal of Economic and Business Studies (Ho Chi Minh City University of Economics) and the Journal of Economics and Development (National Economics University) have achieved Scopus standards; 8 journals have completed the goal of achieving ACI standards, the rest are awaiting results.

Sharing his experience, Professor, Dr. Nguyen Trong Hoai, Editor-in-Chief of the Asian Journal of Economic and Business Research, said that there are 6 important steps to prepare for being officially indexed in WoS and Scopus.

Specifically, priority is given to investing in an English version of the journal that is complete according to international practices and has a history of at least 10 years when it has domestic academic prestige; the name of the journal must be international, not specific to a specific organization or country, and must not overlap with any other journal name; and must meet the core standards of WoS and Scopus.

In addition, the journal must be linked to the online platform of an international publisher; the quality of articles and recognition must be gradually improved to meet the criteria for quantity and quality of the journal's articles; the current status of the journal must be analyzed with WoS and Scopus criteria to ensure that it exceeds the required threshold and the application for review must be made.

Scientists believe that, with the current difficulties, it is necessary to promote the leadership role in implementing the internationalization strategy and finding resources for implementation. In particular, to upgrade domestic journals to international level, it is necessary to have strong initial financial investment.

According to scientists, the benefits of journals for the country are much greater than for the individual journal owner. Therefore, state management agencies should consider investing in continuous upgrading of domestic journals joining Scopu/ACI.
