On November 25, Secretary of the Russian Security Council Sergei Shoigu led a Russian delegation including Deputy Prime Minister Aleksei Overchuk and leaders of the Defense and Interior ministries to negotiate with senior Taliban officials in Kabul, Afghanistan.

At the meeting, Mr. Shoigu emphasized: "We intend to develop bilateral cooperation between Russia and Afghanistan in many areas. Russia is ready to establish a constructive political dialogue between the two countries, including promoting the internal settlement process in Afghanistan."

In addition, the Secretary of the Russian Security Council affirmed that the US should play a key role in the reconstruction of Afghanistan, including returning assets and funds that belong to the people of this country, because Washington has had military intervention in the Central Asian country for many years.

"The US should be the key country in investing in Afghanistan's reconstruction," the former Russian defense minister stressed.

Meanwhile, Deputy Prime Minister Overchuk informed Taliban officials about Moscow's desire to participate in a trans-Afghan railway project.

After launching a special military operation in Ukraine in 2022, Russian President Vladimir Putin turned to Asia and non-Western countries, because Moscow believed that the US and its European allies were blockaded by the Russian economy.

For his part, Afghan Deputy Prime Minister in charge of economic affairs Abdul Ghani Baradar expressed his desire to receive Moscow's help to ease the burden of Western sanctions.

"We have tried to ensure the conditions for the growth of goods exports and attracting foreign investment to Afghanistan," Mr. Baradar affirmed, referring to the US asset freeze and travel ban on Taliban leaders.

Previously, in October 2024, the Russian Foreign Ministry decided to remove the Taliban from the list of terrorist organizations.
